- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation documents, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. Solicitation number AG-8379-S-08-030 is issued as a Request for Quotation (RFQ) in accordance with FAR subpart 13.5. This acquisition is a 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 484220 and the size standard is $21.5 Million. A firm-fixed price purchase order will be issued under the Test Program for Certain Commercial Items. Period of performance – 30 Calendar Days for any awarded item. The solicitation is for supply and delivery of road maintenance materials for the following Santa Fe National Forest System Roads (NFSR): 18, 76, 85, 148, 263, and 448, with the line items as follows: ------------------------------------------------------------------------------------------------------------------ Item 1: Supply and deliver 1000 loose cubic yards of 3-inch Pit Run Aggregate, for NFSR 18 (Mineral Hill), Pecos/Las Vegas Ranger District, Santa Fe National Forest, New Mexico. Project is located approximately 25 Miles from Las Vegas, NM. ------------------------------------------------------------------------------------------------------------------ Item 2: Supply and deliver 2900 loose cubic yards of 1-inch Base Course Aggregate, for NFSR 76 (Capulin), Coyote Ranger District, Santa Fe National Forest, New Mexico. Project is located approximately 3 Miles from Gallina, NM. Item 3: Supply and deliver 60 cubic yards of Class 5 Rip Rap, for NFSR 76 (Capulin), Coyote Ranger District, Santa Fe National Forest, New Mexico. Project is located approximately 3 Miles from Gallina, NM. ------------------------------------------------------------------------------------------------------------------ Item 4: Supply and deliver 1900 loose cubic yards of ¾-inch Asphalt Pavement Millings, for NFSR 85 (El Pueblo), Pecos/Las Vegas Ranger District, Santa Fe National Forest, New Mexico. Project is located approximately 20 Miles from Las Vegas, NM. Item 5: Supply 20 cubic yards of Class 5 Rip Rap (Forest Service will transport), for NFSR 85 (El Pueblo), Pecos/Las Vegas Ranger District, Santa Fe National Forest, New Mexico. Project is located approximately 20 Miles from Las Vegas, NM. ------------------------------------------------------------------------------------------------------------------ Item 6: Supply 3700 loose cubic yards of 3-inch Pit Run Aggregate (Forest Service will transport), for NFSR 148 (Salitral) Coyote Ranger District, Santa Fe National Forest, New Mexico. Project is located approximately 6 Miles from Coyote, NM. Item 7: Supply and deliver 350 cubic yards of Class 5 Rip Rap, for NFSR 148 (Salitral) Coyote Ranger District, Santa Fe National Forest, New Mexico. Project is located approximately 6 Miles from Coyote, NM. Item 8: Supply and deliver 50 cubic yards of Class 2 Rip Rap, for NFSR 148 (Salitral) Coyote Ranger District, Santa Fe National Forest, New Mexico. Project is located approximately 6 Miles from Coyote, NM. ------------------------------------------------------------------------------------------------------------------ Item 9: Supply and deliver 420 loose cubic yards of 3-inch Pit Run Aggregate, for NFSR 263 (Gallinas), Pecos/Las Vegas Ranger District, Santa Fe National Forest, New Mexico. Project is located approximately 15 Miles from Las Vegas, NM. ------------------------------------------------------------------------------------------------------------------ Item 10, supply and deliver 1731 loose cubic yards of 3-inch Pit Run Aggregate, for NFSR 448 (Chihuahuenos), Coyote Ranger District, Santa Fe National Forest, New Mexico. Project is located approximately 27 Miles from Youngsville, NM. Award will be made by Item. The accepted quantity will be paid for at the contract unit price accepted in this contract for each item. All other items of work necessary to complete the project will be considered incidential to the cubic yard payment. Payment shall be full compensation for all labor, material, equipment, tools, transportation, and incidentals necessary to complete the work prescribed. SPECIFICATIONS Contractor to provide all labor, supervision, transportation, services and facilities necessary to perform work. For items 5 & 6, provide materials stockpiled in location accessible to the government for pick up. Contractor is responsible for loading, hauling, and windrowing of supplied crushed aggregate materials (except items 5 & 6). Placement of all windrows to be as directed by COR. Section 301. —BASE COURSE AGGREGATE, PIT RUN AGGREGATE, AND ASPHALT PAVEMENT MILLINGS Description 301.01 This work consists of supplying and delivering pit run aggregate, base course aggregate, or asphalt pavement millings to roads on the Santa Fe National Forest. Construction Requirements and Material 301.03 General. Supply pit run aggregate, base course aggregate, or asphalt pavement millings as listed in “Schedule of Items” and deliver to Forest Service roads as directed. 301.04 Base Course Aggregate Composition. Supply approved base course aggregate of a quality and specification conforming to that normally used locally by either Federal or State agencies for roadway construction. MATERIALS General Base Course consists of the following: 1. Crushed stone; 2. Crushed or screened gravel; 3. Caliche; 4. Sand; 5. RAP; 6. A combination of these Materials. Base Course does not contain organic matter or other Deleterious Materials, including silt and clay balls. The following gradation requirements apply to aggregate Materials: Base Course Gradation Sieve size % passing 1 in 100 3/4 in 80–100 No. 4 30–60 No. 10 20–45 No. 200 3.0–10.0 Ensure that at least 50% of the Materials retained on the No. 4 sieve have at least two Fractured Faces (FF) when evaluated by NMDOT Method FF-1, Fractured Face Determination for Coarse Aggregate. Provide Base Course with a maximum AI of 35 (calculated in accordance with Section 910, “Aggregate Index,” a maximum LL of 25, and a maximum PI of 6. 301.05 Pit Run Aggregate Composition. Supply approved pit run aggregate with a maximum size of 3 inches. Gradation Q per the following chart. 301.06 Asphalt Pavement Millings. Supply approved asphalt pavement millings with a maximum size of 2 inch per the following gradation chart. Gradation Requirements Sieve size (in) % passing 2 95-100 1 1/2 90-100 301.07 Placing Aggregate. Place the pit run aggregate, base course aggregate, or asphalt pavement millings in a windrow along the road as directed. Measurement 301.09 Measure the Section 301 items listed in the bid schedule according to Subsection 109.02 and the following as applicable. Measure base course aggregate, pit run aggregate, and asphalt pavement millings by the cubic yard in the hauling vehicle. Payment 301.10 The accepted quantities will be paid at the contract price per unit of measurement adjusted according to Subsection 106.05 for the Section 301 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05. Section 251. — RIPRAP Description 251.01 This work consists of supplying or furnishing and delivering riprap rock to Forest Service roads on the Santa Fe National Forest. Riprap classes are designated as shown in Table 705-1. Material 251.02 Conform to the following Subsections: Riprap rock705.02 Construction Requirements 251.03 General. Supply riprap rock for pick up by government vehicles or supply and deliver riprap rock as directed to Forest Service roads. Stockpile delivered riprap rock at approved locations. Measurement 251.08 Measure the Section 251 items listed in the bid schedule according to Subsection 109.02 and the following as applicable. Measure riprap by the cubic yard in the hauling vehicle. Payment 251.09 The accepted quantities will be paid at the contract price per unit of measurement for the Section 251 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05. See Gradation Chart in Separate Attachment. 705.02 Riprap Rock. Furnish hard, durable, angular rock that is resistant to weathering and water action and free of organic or other unsuitable material. Do not use shale, rock with shale seams, or other fissile or fissured rock that may break into smaller pieces in the process of handling and placing. Conform to the following: (a) Apparent specific gravity, AASHTO T 852.50 min. (b) Absorption, AASHTO T 854.2% max. (c) Coarse durability index, AASHTO T 21050 min. Location is various Forest Service roads on the Coyote and the Pecos/Las Vegas Ranger Districts of the Santa Fe National Forest as listed in “Schedule of Items”, and shown on maps. FAR 52.212-2, Evaluation--Commercial Items is applicable. The Government will award the contract to that responsible vendor or vendors whose quotation, conforming to the combined synopsis/solicitation, will be most advantageous to the Government, considering price and the price-related factors included in the combined synopsis/solicitation. The factors are in descending order of importance. Factor One – Unit price of delivered material. Factor Two - Vendor’s availability of equipment – provide details. Factor Three – Quality of materials for intended application. Factor Four – For government transported materials (Items 5 & 6), proximity to project location. Factor Five – If you wish to be considered for award on more than one item, explain your ability to handle those items concurrently. FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, must be completed and included with offer. These clauses can be accessed through the website http://www.arnet.gov/far/.
