- The United States General Services Administration has a requirement for the selection of a quality contractor for the Fire Alarm System Replacement (Design/Build) at the Clarkson S. Fisher US Federal Courthouse and Annex in Trenton, New Jersey. This project is to be awarded as a firm fixed price contract. The work includes but is not limited to the following: provide all design, estimate and construction services necessary for the installation of a single fully integrated fire alarm system which shall provide coverage to both the Courthouse and Annex. The period of performance for this project is two hundred and seventy (270) days. The estimated cost of construction is between $1,000,000.00 and $5,000,000.00. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. Award may be made without discussions. The technical evaluation factors for the evaluation process are, in descending order of importance: 1. Relevant Past Performance/Corporate Experience; 2. Technical Approach; 3. Project Team; and 4. Small Disadvantaged Business Goals. The NAICS code applicable to this project is 238210. This procurement is being solicited on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-proposal conference will be held at the Clarkson S. Fisher US Federal Courthouse and Annex in Trenton, New Jersey.
