Description
THIS IS A SOURCES SOUGHT NOTICE. The Alaska District Corps of Engineers intends to specify proprietary and/or sole source equipment known as Intelligent Parking Lot Controllers (ILPC) developed and marketed by Vantera Incorporated of Manitoba, Canada in solicitations for the construction of various installation facilities on Fort Wainwright (FWA) and Fort Richardson (FRA) Alaska during fiscal year 2009. THIS NOTICE IS A SOURCES SOUGHT AND NOT A REQUEST FOR PROPOSAL. No solicitation will be available as these sole source items will be incorporated into the specifications of FY09 solicitations for new Military Construction (MILCON) facilities on Fort Wainwright and Fort Richardson however all submittals received within 30 days of this publication will be considered by the Government. A determination by the Government to not compete this requirement based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The ILPC is a smart power receptacle that can be used in lieu of a standard parking stall power outlet. It incorporates a microprocessor, temperature sensors and red/green LED lights to indicate the status of the system. It measures temperature and wind chill and is factory programmed to automatically regulate the optimum power flow to ensure strong starts at any temperature. The intelligent operation reduces electrical consumption costs by up to 65 percent. Each IPLC handles two outlets and each can be individually programmed to prevent use of in-car heaters or to meet the special needs of diesel engines or emergency vehicles. Red/green LEDs instantly indicate the status of the power outlet and user equipment including: a live outlet, a functioning block heater, an open or short circuit in the block heater or a circuit overload from an in-car heater. Salient features of the product include: 1. Automatically controls the amount of electricity supplied based on ambient air temperature and wind chill factor. 2. Totally programmable via computer software to vary the amount of electricity supplied based on temperature. 3. Built-in microprocessor which keeps track of energy consumed with or without the use of the controller and provision to download data from the microprocessor. 4. Identifies problems with open circuit or circuit overload via LEDs or other means. 5. Temperature rating of -55C to 225C. 6. Current rating of 25 Amps continuous and 200 Amps peak for one AC cycle. The Alaska District Corps of Engineers requests interested manufacturers to respond wit their capabilities and marketing materials that identify the features of the equipment.
