- This is a Sources Sought announcement with the intent to award a sole-source contract to Johnson Controls, Inc of El Paso, Texas under the authority of FAR 6.302. The contract will provide for HVAC system upgrade preliminary testing at the Drug Enforcement Administrations (DEA) El Paso Intelligence Center at Biggs Field, El Paso, Texas. This preliminary testing and analysis is necessary to ensure adequate sizing and compatibility of new equipment that will be connected to the buildings existing mechanical and electrical components. A significant portion of the existing systems digital circuitry is proprietary to Johnson Controls, Inc. Preliminary testing is required for final design of the HVAC system upgrade at this DEA facility. Johnson Controls is currently under contract for maintenance of the existing HVAC system and has a unique familiarity with the proprietary system. Additionally, this DEA facility is a high security site, for which current Johnson Controls technicians have undergone the stringent background and security investigations required in order to gain access to the facility. Once the solicitation is released, to be eligible to receive a Government contract award, a firm must be registered in the Central Contractor Registration (CCR) database. Responses to this announcement shall be via email to Allen.R.Bassett@usace.army.mil. Responses via fax or traditional mail will NOT be accepted. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. A determination by the Government not to compete this proposed contract based upon responses based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Governments requirements. All inquiries must be received by 2:00pm (CST) Tuesday, 2 September 2008. Place of performance is El Paso, Texas.
