- FORMAL NOTICE OF APPROVED RECOMMENDATION TO IMPLEMENT THE DEPARTMENT OF HEALTH & HUMAN SERVICES (DHHS), PROGRAM SUPPORT CENTER (PSC), ADMINISTRATIVE OPERATIONS SERVICE (AOS), DIVISION OF PROPERTY MANAGEMENT (DPM), SPACE MANAGEMENT BRANCH’S (SMB), MOST EFFICIENT ORGANIZATION This announcement constitutes notification of the DHHS Competitive Sourcing Official’s (CSO) approval to implement PSC/AOS/DPM/SMB’s Most Efficient Organization (MEO) in letter dated August 12, 2008. As a result of this streamlined competition’s performance decision which was posted in FedBizOpps on February 12, 2008, the PSC issued a solicitation in FedBizOpps on May 22, 2008 for the necessary services and qualified personnel to operate SMB’s commercial activity. As of the June 23, 2008 closing date, the responsible Contracting Officer did not receive any offers. In compliance with OMB Circular A-76 (revised May 29, 2003) Attachment B, Paragraph D.4.d., the Contracting Officer consulted with known private sector sources who had expressed interest at the time of the pre-solicitation posting in FedBizOpps on March 6, 2008. The Contracting Officer documented their reasons for not submitting an offer and based on the evaluation of the information provided by those potential sources, the Contracting Officer submitted a recommendation letter to the DHHS CSO requesting implementation of the MEO. In accordance with the CSO’s approval to implement the MEO, the Contracting Officer is cancelling the solicitation under HHSPSCAOSDPMSPACEMANAGEMENT and shall establish an MEO Letter of Obligation with the official responsible for performance of the MEO.
