Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) and the NESDIS Acquisition Division/SAP Team on behalf of the National Ocean Service (NOS), specifically the Hydrographic Surveys Division personnel are required to have training in the use of their complex multibeam sonar systems located on NOAA hydrographic survey vessels. Ten NOAA employees require training in the operation of these systems and to gain expertise necessary to assess the quality of the resulting data. The North American Industry Classification Code (NAICS) is 813920 and the Small Business Size Standard is $6.5M. The resulting purchase order shall be firm fixed price. Award is anticipated in early September 2008. The Government intends to negotiate on a single source basis with the Hydrographic Society of America (THSOA) in accordance with FAR Parts 6 and 13, current through Federal Acquisition Circular (FAC) 2005-26. The mission of THSOA is to promote education in hydrography. THSOA is the provider of the 49th UNB-OMG/UNH-CCOM Multibeam Sonar Training Course scheduled for January 5-10, 2009 in Norfolk, Virginia. This six day training course is designed to provide a theoretical and practical background in marine swath survey technology and techniques for hydrographic surveys, continental shelf boundary delimitation, offshore engineering, harbor dredging, fisheries habitat, route survey and scientific research, and provides overviews of: 1) The technology and problems associated with shallow water multibeam surveys; 2) Processing and visualization techniques designed to address the complexities of swath mapping; 3) Constraints on using swath bathymetry to produce highest quality data. Notwithstanding the Government intent to negotiate this requirement on a single source basis under the authority of 41 USC 253 (c) (1) as implemented by FAR 6.302-1, any source possessing the capabilities to provide the required service may submit a statement of qualifications which, if timely received, will be considered by NOAA.
