- The NAICS code is changed from: 334516 - Analytical Laboratory Instrument Manufacturing to: 541990 - All other Professional, Scientific and Technical Services. Response date and time has been changed as shown below. The Center for Disease Control and Prevention (CDC) intends to award a purchase order to AAA Foundation for Traffic Safety, 607 14th Street, NW, Suite 201, Washington, DC 20005. The authority for this sole source is FAR Part 6.302-1 and FAR Part 13.106-1. The contractor shall conduct a large-scale evaluation of driver education in Michigan. The contractor shall initiate and schedule regular conference calls with CDC staff, develop a detailed work plan and time line, create monthly and quarterly reports, maintain panels, analysis of survey pilot test data, analyses of driving skills assessment tools and summarize and present findings in a final report. Justification for other than full and open competition is because AAAFTS owns the tools and formative evaluation results, and a contractor must have this baseline data to conduct this project. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide these services/supplies are encouraged to identify themselves and give written notice to the Contract Specialist within 7 days of the publication date of this synopsis. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
