Description
The National Cancer Institute (NCI) Division of Cancer Control and Population Sciences (DCCPS), Tobacco Control Research Branch (TCRB) plans to procure on a sole source basis, Integrating and Updating Information into the University of California, San Francisco, Legacy Tobacco Documents Library with Regents of the University of California, San Francisco (UCSF) Library; Center for Knowledge Management; 530 Parnassus Avenue; San Francisco, California 94143-0840. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (2). The North American Industry Classification System Code is 611310 the business size standard is 6.5 M employees. The contractor shall identify and integrate documents not yet housed in the Legacy Tobacco Documents Library (LTDL) from other tobacco industry document websites and from the Minnesota Depository into the LTDL. The LDTL is an important resource for NCI’s grantees and other scientists engaged in tobacco control. Created and maintained by the University of California, San Francisco, it offers a robust search and retrieval mechanism for more than eight million tobacco industry documents. The purpose of this contract is to allow the UCSF Library to obtain and integrate additional individual documents and document collections into the LTDL so as to preserve valuable material and to further enhance scientists’ ability to search tobacco industry documents in a comprehensive manner. There are approximately 1.4 million documents present on other websites not yet housed in the Legacy Tobacco Documents Library (LTDL). This includes both individual documents and 20-25 document collections. Additionally, there are approximately 2,200 audio and video tapes and microfilm reels containing approximately 1.3 million pages present at the Minnesota Depository that are not yet housed in the LTDL. The period of performance for this procurement is September 1, 2008 through August 31, 2009. The UCSF Library established the LTDL in 2001 to serve the needs of the tobacco industry document research community, including scientists funded by the NCI. The LTDL is used by numerous NCI document researchers, as well as by other tobacco control scientists. As the organization that created and maintains the LTDL, the UCSF Library is the only source known to the NCI authorized to perform the integration tasks requested by this contract. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 p.m. ET on September 3, 2008 All questions must be in writing and can be faxed to 301-402-4513 or sent via email to Melissa Marino: marinome@mail.nih.gov It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
