- Notice of intent to award a sole source purchase order to New Hampshire Radio Network (subsidiary of Nassau Broadcasting). The award will be made for the purchase of the services described below. This procurement is being conducted under Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13, Simplified Acquisition Procedures. All inquiries and concerns must be addressed in writing to USPFO for New Hampshire Contracting Division Attn: Joan D. Parent, 1 Minuteman Way, Concord, NH 03301-5652, or sent by email to joan.parent@us.army.mil. Telephone requests or inquiries will not be accepted. Responses to this notice shall be received no later than 12:00 PM Eastern Daylight Savings Time, Thursday, August 21, 2008. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. The following justification and approval is provided for other than full and open competition for this purchase: 1. This request for justification for other than full and open competition is for an advertising package for the New Hampshire Army National Guard 2008 Road Tour purchased through NH Radio Network (Nassau Broadcasting), requested by the Recruiting Division of the New Hampshire Army National Guard for performance period 22 August 2008 through 31 July 2009. 2. This package, developed by the NH Radio Network delivers radio advertising and participation at targeted events for the NHARNG to attend with NH Radio Network focusing on the initiatives on Retention and Recruitment: These events include, but are not limited to, Military Appreciation Events, hunting and fishing expos, signage opportunities at State Fairs and booth space available at the State Fairs throughout New Hampshire to set up demonstrations in an effort to increase awareness in the NHARNG in an effort to increase the number of people enlisting in the NHARNG. 4. Statutory Authority: FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 5. The NH Radio Network is the only organization in the area with the potential to provide an advertising media throughout the State of New Hampshire of reaching the desired number of people in the demographic group that the New Hampshire Army National Guard wishes to enlist. 6. Efforts to solicit other contractors have not been made as the New Hampshire Radio Network is the only vendor capable of reaching the desired number of people in the demographic group that the New Hampshire Army National Guard wishes to enlist. 7. Efforts were made to identify other sources of competition by searching for vendors registered under the North American Industry Classification System (NAICS) code of 541840 Media Advertising in New Hampshire who were also registered in the Central Contractor Registration database. It is therefore determined that NH Radio Network (Nassau Broadcasting) is the only responsible source available who can provide an advertising package of this type. 8.
