Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service, Northeast Regional Office, Gloucester MA is issuing notice of intent to negotiate a sole source procurement with University of Southern Maine Portland, ME. This requirement is for an investigation of the Alewife population in the Gulf of Maine. Dr. Theodore Willis who will serve as the principle investigator for this project, has several years of experience in researching the "alosa" fish population in the GOM and has an active research program is this field. He has connections with the Alewife Harvesters of Maine, the Maine DMR, Dr P Bentzen, from Dalhousie Univ. who has developed microsattelite markers for several Alosa Species and a Dr. M Barton who has done the same. These affiliations provided a collaborative and QC/QA mechanism for this project. The university is located in Portland, ME very close to the rivers making sampling much more efficient and timely. Dr. Willis has ongoing projects in the GOM on both alewives and shad. These projects involve collecting and analyzing genetic samples. The work conducted under this contract is dependant on access to a broad distribution of samples. Conclusions about stock structure, and effects of past stocking efforts, must be made with access to and full consideration of the widest possible comparison dataset. Dr. Willis has established a unique database with his past and other ongoing work and is therefore uniquely qualified to perform this requirement. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement utilizing Simplified Acquisition Procedures in accordance with FAR 13. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 611310. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 12:00 PM. Eastern Standard Time September 2, 2008. This notice of intent is not a request for competitive proposals. Inquiries will only be accepted via email to francena.monell-simard@noaa.gov
