Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service, Northeast Regional Office, Gloucester MA is issuing notice of intent to negotiate a sole source procurement with The Nature Conservancy, Arlington VA. This requirement is for an investigation of the Alewife and other diadramous fish recovery in the Penobscott River. The Penobscott River Restoration Project is a multimillion dollar endeavor that aims to restore self sustaining populations of native sea run fish through the removal of two mainstem dams and improved fish passages at numerous other dams on the Penobscott River. The Nature Conservancy is a member of the Penobscott River Restoration Trust, the non-profit organization established for the purpose of implementing the cores aspects of the PRRP. The Nature Conservancy initiated a Conservation Action Plan software (CAP) for all their Penobscott related activities. Since inception many other agencies ( Maine DMR and NOAA) have begun using the CAP tool to develop a diadramous fish restoration plan for the Penobscot Basin. The Nature conservancy is uniquely qualified to implement this contract because of the proprietary nature of the CAP tool. Given the limited experience of local agencies and non governmental organizations with such large scale restoration efforts in Central Maine, the Nature Conservancy is uniquely positioned to efficiently implement additional conservation measures required to realize the full potential of the PRRP. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement utilizing Simplified Acquisition Procedures in accordance with FAR 13. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 813312. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 12:00 PM. Eastern Standard Time September 2,2008. This notice of intent is not a request for competitive proposals. Inquiries will only be accepted via email to francena.monell-simard@noaa.gov.
