- The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service, Northeast Regional Office, Gloucester, MA is issuing notice of intent to negotiate a sole source procurement with The Pemaquid Fishermen's Co-Op, New Harbor, ME The requirement is for a research vessel and crew to perform various tests on commercial fisheries fixed gear as provided in the Altantic Large Whale Take Reduction Plan. They will also demonstrate the gear modifications and the tests as an educational platform for fishermen. The Co-Op has been a major contributor to right whale research and in order for NMFS to collect the essential information that will aid researchers in determining whale safe gear and educate and train personnel and member of the industry, it requires the unique combination of experience, knowledge of logistics and research, and qualifications that can only be provided by the Pemaquid Fishermen's Co-Op. Its member fishing vessel captains are take reduction team members who have been involved in the ALWTRT process, understand the work at hand, and have this first hand knowledge of right whale biology, individual identifications, existing databases and knowledge of fishing gear and techniques for various types of gear. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement utilizing Simplified Acquisition Procedures in accordance with FAR 13. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is114112. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time Sept 2, 2008. This notice of intent is not a request for competitive proposals.
