This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SYNOPSIS/SOLICITATION to supply Turbine Bearing Oil Level Indicating System as per the Bid Item List and the technical specs for McNary Lock and Dam 82925 Devore Road Umatilla, OR 97882. SOL: W912EF-08-Q-0123 ISSUE DATE : 08/19/2008 DUE: 08/29/2008 at 02:00pm Walla Walla Pacific time COMBINED SOLICITATION/SYNOPSIS FOR supply Turbine Bearing Oil Level Indicating System at McNary Lock and Dam, Umatilla, OR. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotation. No formal solicitation will be issued. This notice incorporates provisions and clauses in effect through FAR Circular 2005-28 effective 12 June 08. Please provide cost as per attached bid list based on the specifications. ADMIN INFO: Solicitation is a small business set aside. The NAICS code for this acquisition is 334513 and the small business size standard is 500 employees. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). Contractors can access the CCR for free at http://www.ccr.gov. This is a request for quote under Part 12 of the FAR (commercial items.) BID ITEM LIST Turbine Bearing Oil Level Indicating System BID ITEM LIST ITEMDESCRIPTIONQUANTITYU/MU/PAMOUNT 1Pneumatic Column Liquid Level Indicator14each_____________ 2Extra Indicating Liquid24oz_____________ 3Compressed Air Regulator14each_____________ 4Compressed Air Filter 14each_____________ Total _____________ TECHNICAL SPECIFICATIONS Turbine Bearing Oil Level Indicating System 1.0INTENT The following specifications pertain to the purchase of a Bubbler Level Indication System for use at McNary Lock and Dam. 2.0GENERAL It is the desire of McNary Dam to install a bubbler level indication system to give remote indication of turbine bearing oil level. The bubbler system will consist of a pneumatic column liquid level indicator, a compressed air regulator, and a compressed air filter. The bubbler system shall be designed to indicate a level of 0-6 inches of oil. The oil has a specific gravity of approx. 0.92. Additional indicating liquid shall also be provided. All components of this system shall be of domestic construction. 3.0SYSTEM REQUIREMENTS 3.1PNEUMATIC COLUMN LIQUID LEVEL INDICATOR The pneumatic column liquid level indicator shall be King-Gage model number 5993S-20B, or approved equal. The gauge shall meet the following requirements: 3.1.1The gauges indicating length dimension shall be no longer than 20 inches. 3.1.2The gauges overall length dimension shall be no longer than 29 inches. 3.1.3The gauge shall have a inch male NPT input compressed air connection. 3.1.4The gauge shall have a channel indicator housing constructed of carbon steel with black polyurethane finish, and shall have a heavy plate glass viewing window. 3.1.5All of the gauges wetted parts shall be made of 316 stainless steel. 3.1.6The gauges indicating tube shall be made of high strength fully annealed glass. 3.1.7The gauges indicating liquid shall be King-Gage No. 100 blue liquid, or approved equal. The liquid shall be a non-evaporative liquid made for level indicating applications. The liquid shall have been used in indicating applications for at least two years. The liquid shall have a specific gravity no greater than 1.00. 3.1.8The gauge shall have an adjustable rotometer (gage and rotometer are one piece) calibrated to deliver 2-5 scfm. 3.2EXTRA INDICATING LIQUID The extra indicating liquid shall be as specified in paragraph 3.1.7. 3.3COMPRESSED AIR REGULATOR 3.3.1The regulator shall be capable of regulating compressed air from 125 psig to 25 psig. 3.3.2The regulator shall have inch NPT input and exit connections. 3.3.3The regulator shall have an adjustable knob to regulate the pressure. 3.3.4The regulator shall have a pressure gage on it displaying the regulated pressure in psig. 3.4COMPRESSED AIR FILTER The compressed air filter shall be King-Filters model number U-123, or approved equal. 3.4.1The air filter shall be a coalescing type filter. 3.4.2The air filter shall have inch NPT input and exit connections. 3.4.3The air filter shall be rated to operate at a pressure of 125 psig, and an air flow of 10 scfm. 3.4.4The air filter shall have an automatic drain to drip out the bottom of the filter housing. 4.0SUBMITTALS Before acceptance of Or Approved Equal bids, submittals must be approved by being forwarded to the contracting office (email: Clarence.a.miller@usace.army.mil). Submittals include copies of system drawings, manufactures catalog cuts, O&M manual, specification sheets, and warranty. Prior to shipment and delivery, the contractor shall submit a copy of the MSDS for the indicating liquid. 5.0WARRANTY Each system shall be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects. 6.0TRAINING Upon delivery of the equipment, a factory authorized service technician will be required to give a minimum four hour hands-on training of the recommended operation, maintenance, and installation of the machines. The training shall be conducted at McNary Dam for a class of approximately ten people. At a minimum, draft copies of the O&M manuals shall be provided during the training. 7.0OPERATION AND MAINTENANCE MANUALS Five complete copies of the Operation and Maintenance Manual will be required for each type of system. The manuals shall include instructions on the installation, operation, maintenance, repair, troubleshooting, warranty of the systems, and a list of recommended spare parts. They shall also include As-Built drawings showing all system components, part numbers, one line diagrams, and system outline. Any information pertaining to models or components not supplied under this contract shall be crossed out. Also included shall be the name, phone and fax numbers, and email address of the contractor, manufacturer, and a distributor where spare parts and filters can be purchased. The following identification shall be inscribed on the covers: OPERATING AND MAINTENANCE INSTRUCTIONS Contract name MCNARY DAM Name of the Contractor Contract Number 8.0SHIPMENT AND DELIVERY All items shall be delivered FOB to McNary Lock & Dam 4 weeks from award. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Lock & Dam. No shipments are allowed other then normal business hours of Monday-Thursday 7:00AM-4:30PM, excluding Federal Holidays.
