- This modification transmits clarifications to the original Combined Synopsis/Solicitation 1.Closing Date. The closing date shall be extended until August 27, 2008 at 2:00 pm local time. 2.Time Frame for Project Completion. The NPS desires the project to be completed in 2008 or as soon as possible pending battery availability. 3.Battery Delivery Time. Please list in your proposal the time (days) required for delivery of the batteries to the receiving site after the Notice to Proceed has been given. 4.Removing and Installing the Batteries. The National Park Service shall remove the old batteries from the facilities and place the new batteries into position. The NPS shall transport the batteries to and from Dangling Rope to the NPS receiving site at Wahweap. The Contractor shall provide on-site technical support during the removal of the old batteries and the installation of the new batteries to ensure proper placement of the batteries for warranty purposes. It is the responsibility of the contractor to disconnect the old batteries and reconnect the new batteries to provide continuity of the battery cables. 5.Use of Existing Battery Cables. The contractor shall be allowed to use the existing battery cables. It is also the responsibility of the contractor to inspect, test, and verify battery cable usability. 6.Installing Battery Temperature Probe. It is the Contractors responsibility to install, calibrate, and test the existing battery temperature probe and associated equipment to the new batteries. 7.Battery Testing. a.The Contractor shall perform initial testing (i.e., system voltage, cell voltage, specific gravity, and temperature) for the purpose of determining a baseline for the batteries as well as determining bad cells after the initial installation for warranty purposes. b.Load Bank Testing: The contractor shall test the batteries using a load bank, in accordance with contract specifications and the manufacturer's recommendations, after the installation of the batteries to ensure a proper and efficient operation as a part of the off-grid hybrid electrical power system at Dangling Rope. The Contractor shall verify in writing the testing results and that the batteries will perform in accordance with contract specifications. c.It is the intent of the NPS to charge and equalize the batteries immediately after installation and upon verification of the on-site Contractors Technical Representative of the battery system put the system on-line as soon as possible. If load bank testing is to be performed 30 - 60 days after initial installation then the Contractor shall take responsibility of the batteries and battery conditions during that time frame. 8.Spill Containment Systems. The contract specifications read that the batteries shall in some manner possess a secondary containment. This can be contained in the batteries, as we have now, or a spill containment barrier around all the strings. The contractor purposes what system they purpose to provide. The NPS shall select the system that best meets their needs.
