- This is a notice of Intent from the Naval Air Systems Command, Aircraft Division, Patuxent River, Maryland (NAWCAD) to contract on an other that full and open competition basis with Zel Technologies, LLC Hampton, VA for specific Engineering Investigations (EIs), consisting of Multi-Spectral Electromagnetic (EM) and Electro-Optical (EO) Propagation through atmospheric, marine, and land environments for U.S. Naval P-3C ASE mission support. Zel Technologies, LLC shall perform research and evaluation of remote sensing technologies, initially focusing on (but not limited to) the following areas: radar, radiometry, infrasound, and hydrodynamics. This contract will also provide for procurement of these aforementioned efforts with the ability to integrate Foreign National Non-traditional ASW programs with emphasis on foreign scientific research in radar ocean sensing. This contract will be negotiated on a sole source basis under the authority of FAR 6.302-1 (Only one responsible source and no other services will satisfy agency requirements). This is not a solicitation. No RFP will be issued on the basis of this Notice of Intent. See numbered Note(s) 22.
