- SOURCES SOUGHT Title: Formerly Used Defense Sites Management Information Systems (FUDSMIS) Support Services Location: Washington DC 1. CONTRACT INFORMATION: The Huntsville Center, U.S. Army Corps of Engineers (USACE) is seeking qualified 8(a) firms to provide support to the U.S. Army Corps of Engineers (USACE) for restoration of the Formerly Used Defense Sites (FUDS) portion of the Defense Environmental Restoration Program (DERP). The scope and magnitude of the FUDS program are significant, with over 9,000 properties identified for potential inclusion across the nation. The objective of the FUDS Program is to reduce, in a timely, cost-effective manner, the risk to human health and safety and the environment resulting from contamination due to past Department of Defense (DoD) activities. This support will include providing FUDS environmental restoration consulting and assistance to USACE in areas of data management, reporting, cost estimating and overall management. The Huntsville Center, Corps of Engineers, intent to sole source the requirement to an 8(a) qualified firm. As a result, the Government is performing market research in order to determine if any 8(a) firms possess the capability to execute the requirements within this acquisition. Interested 8(a) firms who meet the capability requirements identified in this notice are requested to reply to this e-mail with a response to the questions presented below. If no experience or capabilities are associated with a particular question, so indicate. Based upon 8(a) responses received, consideration will be given to setting this aside as an 8(a) sole source award. 2. PROJECT INFORMATION: PROGRAM BACKGROUND. The USACE executes the FUDS program for the Army and Department of Defense (DoD). The FUDS program is designed to address environmental contamination at properties that were formerly owned, leased, possessed, or operated by DoD. Environmental restoration work on FUDS properties began in 1984. The responsibilities of the USACE for the FUDS program include: Maintaining an inventory of all FUDS, planning and tracking restoration activities at FUDS, and reporting progress. Determining eligibility of property and projects for action under the FUDS program. Identifying required DoD response actions, programming appropriate resources to meet DoD goals, and executing the program. REQUIREMENT. This effort involves providing FUDS environmental restoration consulting and support to meet existing and emerging DERP and FUDS program and regulatory requirements. This effort is expected to last for a period of 5 years. The work location will be at Headquarters, US Army Corps of Engineers, Washington, DC. GENERAL DESCRIPTION. Review existing FUDS data, provide guidance and develop recommendations for collecting and reporting of FUDS data to meet new and emerging program and regulatory requirements. Provide guidance and recommendation to ensure that FUDS program data is correctly collected and managed for transfer to DoD Knowledge Based Corporate Reporting System (KBCRS). The contractor shall not make changes directly to Formerly Used Defense Sites Management Information Systems (FUDSMIS). Recommendations provided by the contractor may eventually be used by the US Army Corps of Engineers to make changes to FUDSMIS. Provide assistance and support to the FUDS program to improve program management, operation, data collection and reporting. The contractor shall provide guidance and support to assist the FUDS program in meeting existing and foreseeable DERP requirements. Collect, manage and report FUDS data to more closely match DERP In-Progress-Review (IPR) and Annual Report to Congress (ARC) requirements and allow USACE to better track FUDS progress toward DoD goals.Provide assistance and guidance for the implementation of the FUDS Information Improvement Program (FIIP). The FIIP is an effort that verifies that all documentation is complete, orderly and accessible for each of the 9,970 FUDS Properties. This is a major effort and significant work will be required through FY 2009 before it is complete.Provide assistance and guidance under the Government oversight, develop detailed business rules to translate program metric logic into recommended procedures for producing data for analysis of DoDs Measures of Merit (MOMs) and validate the relative risk site evaluation rankings that are central to cleanup prioritization. Provide assistance for planning, prioritizing and tracking progress of new work to meet requirements for accomplishing Military Munitions Response Program (MMRP) Site Investigations (SIs) by the end of FY 2010. This is an additional workload increase and is a new requirement for the FUDS program promulgated by Office of Secretary of Defense (OSD) during FY 2005. This work will require that a total of 728 MMRP SIs must be planned, programmed, executed and reviewed by the end of FY 2010. Lead coordination of 2005 MMRP Cost to Complete (CTC) backup initiative. Ensure each MMRP CTC (primarily the parametric estimates) have available:Remedial Action Cost Engineering and Requirements System (RACER) backup matching cost in FUDSMIS.Completed estimate Quality Control (QC) checklist (see FIIP Annex 5)Military Munitions Response (MMR) Area inventory screen for each project.Archives Search Report (ASR) and ASR supplement which corresponds to the data recorded at the MMR Area inventory screen.Analyze data discrepancies.Any other activity required to ensure each CTC passes liability audit, and shows responsiveness to recent DoD Inspector General (IG), Army Audit Agency (AAA) and Government Accountability Agency (GAO) findings and recommendations, as directed by the Government.Ensure documents are in Project Information Retrieval System (PIRS) for approval by the district.Complete MMRP summary notebook every FY, resolving discrepancies. After completion, develop graphic summary slides in accordance with Government provided policies. Additionally, review MMRP portion of the most recent ARC and reconcile the numbers with the corresponding Jim Coppola notebook. Perform the following: Range Reconciliation: Reconcile FUDS MMRP range inventory with regulators comments annually. Represent FUDS at Munitions Response Committee (MRC) meetings. Write executive summary of each meeting, detailing what actions affect FUDS, and recommend FUDS position on all actions affecting us. Lead coordination of Perchlorate sampling/action strategy. Support responding to biannual DoD IPR questions. FIIP revisions/ tracking /and monitoring; day to day management of requests for information from the field. Develop and implement initiative to complete all FUDS MMRP SIs by 2010. Coordinate transfer of any Army MMRP sites including programming of Preliminary Assessment (PAs). Facilitate ranges to projects conversion. The Contactor shall travel approximately 6 trips per year to Omaha, NE and Huntsville, AL. Attend meetings within the northern Virginia and District of Columbia metropolitan area. Lead initiative to realign the entire inventory of FUDS MMRP projects to correspond with DoDs Munitions Response Areas (MRA) and Munitions Response Sites (MRSs) definitions. Lead development of Munitions Response Site Prioritization Protocol (MRSPP) policy and implementation and manage multiyear Regional Business Center (RBC) implementation. The services require familiarization with the basis and requirements of the FUDS Transformation document for restructuring from 22 to 13 the number of USACE Districts executing the FUDS Program. The services require FUDS knowledge and experience of programmatic and technical FUDS documents, such as USACE Engineering Regulation (ER) 200-3-1, FUDS Program Policy, the FUDS Cost to Complete (CTC) Estimate Handbook, a policy paper on the Cleanup of Petroleum, Oils, and Lubricants (POL) at FUDS Properties; a guidance document on how to interpret and apply Applicable or Relevant and Appropriate Requirements (ARARs) for CERCLA responses at FUDS Properties; and the study to address the Transition of Military Munitions FUDS Projects from the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Removal to Remedial Response Process. Research preparation of written responses to inquiries by DoD, Department of the Army (DA), and others regarding the FUDS program, including accomplishments, initiatives, and topics of specific or general interest. The services require expertise and experience in FUDS processes, FUDS program requirements, FUDS program, goals and milestones, DoD and Army program requirements, and FUDSMIS. The services require oversight and guidance for preparation of FUDS RACER initiatives and FUDS CTC initiatives. The services require representation on the FUDSMIS Working Group which has responsibilities for database improvement initiatives. Serve as a Headquarters (HQ) FUDS and Hazardours, Toxic and Radiological Waste (HTRW)-Center of Expertise (CX) FUDS representative for national program meetings. The level of effort and price analysis assumed 1,860 labor hours per year for a Program/Senior Project Manager position. The analysis also assumed twelve TDY trips per year to USACE offices including Regional Business Center (RBCs), CXs and districts. 3. SUBMISSION REQUIREMENTS The decision to award to a qualified 8(a) sole source award is being considered pending the evaluation of responses to this sources sought announcement. The Government wishes to identify qualified sources under North American Industry Classification System (NAICS) 541620, Environmental Consulting Services. Interested firms should submit a document which furnishes information describing relevant demonstrated experience and qualifications in the following format: Submission should be made in writing within 14 days from the date of this announcement and should not exceed 12 one sided, 8 1/2 X 11 pages. This submission should be Times New Roman, font size 12. The submission will address all questions in the Sources Sought Questionnaire and your ability to perform the services stated in the Project Information section of this Sources Sought. Computer files must be compatible with Microsoft Word 2003.
