- This is a pre-solicitation notice that AETC/LGCI, Randolph AFB TX intends to award a SOLE SOURCE Firm Fixed Price contract to Pratt & Whitney (P&W), a United Technologies Company, under authority 10 U.S.C. 2304 (c) (1) implemented by FAR 6.302-1, for Contractor, Type 1 Special Training for the F100-PW-229 Gas Turbine Engine, for Foreign Military Sales (FMS). This training to include Pratt & Whitney Engineering Familiarization Program as well as all of the F100-Pw-229 sub-components to include, but not limited to, the High and Low Pressure Turbines, Fan Assembly, High and Low pressure Compressor Unit, Augmenter and Nozzle assemblies, and all related controls, bearings and fuel & hydraulic lines. The training will include courses in Basic Gas Turbine Performance, Turbodynamincs, Aerodynamics, Compressor stability, Rotordynamics and Vibrations and other related course work to Gas Turbine Engines. The contract will require P&W to provide highly specialized training on the F100 engine to include, but not limited to F100 Engine Fam, F100 Borescope, F100 Overhaul and Inspection Level Maintenance. P&W will also provide hands on training on the Assembly, Instrumentation and Test Operation of the F100 Gas Turbine Engine. P&W will provide additional courses to include Supportability and Maintainability of the F100 engine, Heat Transfer basics, Reliability, Maintainability, and Safety (RMS) of the F100 engine and Aircraft Accident and Investigation Procedures and Techniques. The contractor identified is the only known source for the subject proprietary requirement. Responses to this notice will be used to determine if bona fide competition exist. Any such responses must be in writing and include technical and pricing information. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. All responses must be received no later than 3:30PM, CDST September 19, 2008. No extensions will be granted. All inquires and or proposals should be submitted to Mr. Ralph J. This training will support two members of the Hellenic Air Force; training will be in English and conducted at the contractors facilities in CONUS. In addition to the requested training the contractor will be responsible for student lodging at all training locations required to support this requirement.
