Description
U.S. Customs and Border Protection (CBP) intends to award a sole source procurement to Applied Biosystems of 850 Lincoln Centre Drive, Foster City, CA 94404. The purpose of this acquisition is to procure the Applied Biosystems 4000QTrap, a Liquid Chromatograph with a hybrid high performance triple quadruple/linear ion trap mass spectrometer (LC/MS/MS) system from Applied Biosystems. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. Customs and Border Protection Laboratories and Scientific Services Houston Laboratory has a need for a Liquid Chromatograph with a hybrid high performance triple quadruple/linear ion trap mass spectrometer (LC/MS/MS) system that is capable of analyzing chloramphenicol in seafood using Florida Department of Agriculture, SOP No. Method 401 a levels of C.3 ppb and FDA method for Nitrofuran Metabolites at 1 ppb and confirming results with a second detector (the linear ion trap). The Applied Biosystems 4000QTrap is a high performance bench top hybrid triple quadruple linear ion trap LC/MS/MS system. The instrument combines separation power of high performance liquid chromatography (HPLC) with detection power of both triple quadruple and linear ion trap mass spectrometry. The mass spectrometers allow for specificity of the analysis of known organic compounds and the flexibility needed for unknown organic compounds. The instrument is equipped with multiple ESI (electrospray ionization) and APCI (atmospheric pressure chemical ionization) sources to enable the widest possible scope of types of organic samples can be analyzed. The system has two types of detector systems or mass spectrometers, linear ion trap and triple quadruple. This allows for multiple MS/MS analyses. Samples include detection, identification and quantization of antibiotics in agricultural and food products (adulteration), determination of country of origin; the detection, identification and quantization of pharmaceutical drugs in foreign manufactured pharmaceutical products; the detection, identification and quantization of pharmaceutical and controlled substances in herbal and non-traditional medicine commodities; analysis of pesticides in food and agricultural products; identification of unknown organic compounds. Applied Biosystems is uniquely qualified to provide this instrument, as they are the sole vendor for the Applied Biosystems 4000QTrap. Applied Biosystems 4000QTrap was purchased by CBP’s Savannah and New York laboratories. Having the same system will facilitate training, method development, and sample throughout CBP. The Savannah and New York laboratories have developed analytical techniques using an Applied Biosystems LC/MS/MS that will make easier the technology transfer to other laboratories if LSS can standardize on the same instrument. In addition, because of the very complex and sophisticated nature of these analyses, the purchase of an identical instrument will aid in obtaining reproducible results from the multiple laboratories. In accordance with FAR 6.301 “Only one responsible source and no other supplies or services will satisfy Agency requirements”, CBP has determined Applied Biosystems to be the only firm capable of satisfying the requirements stated above. This notice of intent is not a request for competitive proposals. Notwithstanding, any interested firm that believes it is capable of meeting the requirement stated herein may submit written qualifications, which if received by 3PM EST, Friday, August 22, 2008, will be considered. Interested firms shall provide detailed information outlining their capabilities – any response failing to provide the aforementioned data will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
