Description
The Naval Air Warfare Center, Aircraft Division, PMA-205 has a requirement for program management support services through all acquisition phases of training system acquisition including production and engineering; procurement; training facilities and equipment; and in-service engineering and logistics support. The applicable NAICS Code for this requirement is 541330, which has a business size standard of $25,000,000. The Federal Supply Code is R408. PURPOSE OF NOTICE: This is a notice that NAVAIR anticipates releasing a Request for Proposal under Solicitation number N00421-08-R-0104, NAVAIR reference PM-PMA205-02. This is restricted to 8(a) companies. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. SOLICITATION: The solicitation requesting formal Request for Proposals will be posted on NAVAIR web site http://www.navair.navy.mil/doing_business/open_solicitations/. Estimated release date is 08 Oct 2008. It is the potential offeror's responsibility to monitor this site for release of any solicitation, amendments and answers to any questions. Telephone inquiries will not be accepted. It is the Government’s intent to award a Performance Based single hybrid cost-plus-fixed-fee (CPFF) and firm-fixed-price (FFP) contract to the offeror who provides the best overall value to the government, cost and non-cost factors considered. Paper copies of the solicitation or amendments will not be mailed. INCUMBENT: This requirement is a competitive follow-on action that was previously satisfied via a 8(a) small business set-aside Program Management Multiple Award Contract (PMMAC) contract and a small business 8(a) set-aside sole source task order award. The PMMAC contract number is N004211-04-D-0036/0002, awarded to Management and Engineering Technologies, Inc. The sole source contract number is N00421-04-D-0002/0007, awarded to Organizational Strategies. PERFORMANCE LOCATION: Approximately 50% percent of the requirement will be on-site and 50% percent of the requirement will be in the field or at the contractor’s facility. PERIOD OF PERFORMANCE: The period of performance is estimated to be one base year plus four one-year options with performance commencing approximately 1 March 2009. The estimated total level of effort is approximately 30,720 man-hours over the five-year period. RESPONSE DEADLINE: This office will e-mail a notification of release of the solicitation and any amendments to all prospective offerors that submit a request to register for this information.
