- This is a combined synopsis/solicitation for Commercial Supplies, prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), number RMP00080028. Galvanized Steel Pipe for Wapato Irrigation Project, suitable for piping irrigation laterals that meets the requirements below. Hydraulic Capacity: Pipe must have a Mannings n not greater than 0.013 or Hazen-Wil1iams friction factor (C) less than 140. 48 inch diameter pipe is desired but larger diameters will be considered if bid. Materials: Pipe will be Galvanized Steel Spiral Rib Pipe. Steel pipe materials and joining band materials shall be 14 gauge thickness. Steel pipe material shall be galvanized and comply with AASHTO M 36. Steel pipe may be provided with gasket bell and spigot joints or rubber band type gaskets provided they are the same width as the band. Band gaskets shall conform to ASTM D 1056, grade SCE 43, and be 9-millimeter thickness. Steel pipe shall meet Federal Highway Administration standards in FP-96 and be suitable for use in highway fills. General: A total of 500 feet of pipe shall be supplied. Pipe may be provided in either 20 foot or 30 foot lengths. Steel Pipe must be capable of withstanding 25 feet of embankment cover when designed in accordance with ASTM M 796 and installed in accordance with ASTM A 798. Wapato Irrigation Project personnel will unload the pipe from the delivery truck. Prices shall he FOB Destination at the Wapato Irrigation Project (WIP) yard, 413 South Camas, Wapato, Washington 98951. Total costs should include pipe and all fittings material, taxes and delivery charges. WIP personnel maybe contacted for unloading at (509)877-3155. Pipe shall he delivered on or before September 15, 2008. General: This acquisition is 100% set-aside for small business. Award will be made at fair and reasonable price to the lowest responsive, responsible offeror, whose quote conforming to the requirements herein will be the most advantageous to the Government, price and other factors considered. The provision at 52.212-01, Instructions to Offerors-Commercial Items (including any addenda) is applicable. The provision at 52.212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Evaluation factors will be based on price. QUOTERS SHALL FOLLOW INSTRUCTIONS IN THE PROVISIONS AT 52.212-03, OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL ITEMS, AND PRINT, COMPLETE AND SUBMIT THIS CLAUSE WITH THEIR OFFER.
