- This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through the June 2008 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-26. This acquisition is a 100% small business set-aside. The purpose of this procurement is to procure a summative evaluation of the effectiveness of its latest exhibition, Against the Odds: Making a Difference in Global Health (4000 ft2) in meeting the Library’s goals of broadening the perspective and challenging pre-existing assumptions of the audience. The Vendor will perform all tasks required by the summative evaluation, including any tasks, such as visitor interviews, to be performed at the exhibition site in Bethesda, Maryland. The Vendor will provide professional expertise, develop evaluation tools, implement evaluation tools, analyze results, and prepare reports. The Vendor will compile and submit all raw data obtained during the project. Analysis and reporting includes but is not limited to summaries of data collected via evaluation tools, and a final report including results, key findings, conclusions and recommendations. The Vendor will support the Exhibition Program in its efforts to obtain clearance from the National Institutes of Health (NIH) Office of Management and Budget, providing expert advice and adapting or configuring the evaluation tools to address government regulations where necessary. The work will be done in three phases: Phase I Design and Development (6 months); Phase II Implementation (3 months); and Phase III Analysis and Reporting (6 months). It is anticipated that one (1) award will be made from this solicitation and that the award will be made on or about October 10, 2008. The contractors will be determined by the overall technical evaluation scores of their proposals. The purchase order term will be October 13, 2008 through October 12, 2009 with an option for one (1) 3-month period. Request for Quotations (RFQ) Number NLM-08 191-UHP will be available on or about September 3, 2008. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provision: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items; FAR 52 212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items.
