Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is SAQMMA08Q0244 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 with a small business size standard of 100 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-08-25 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Springfield, VA 22153 The Department of State requires the following items, Exact Match Only, to the following: LI 001, Microsoft Desktop Optimization Pack (MDOP) Subscription Assurance Listed Monthly Subscription MVL for Win SA (p/n WSB-00072), 10000, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Buyers and Sellers understand that FedBid ranks all bids by price; however, pursuant to applicable acquisition regulations and/or departmental guidelines, Buyers may use criteria other than price to evaluate offers. Accordingly, please note that, unless otherwise specified herein below, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible Seller whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price, technical capability, delivery, and past performance. The following commercial item terms and conditions apply: FAR 52.212-1, Instructions to Offerors Commercial; 52.212-3, Offeror Representations and Certifications Commercial Items; and FAR 52.212-4, Contract Terms and Conditions Commercial Items. The following FAR clauses in paragraph (b) of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive OrdersCommercial Items, apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34, and 52-2239-1 for purposes of this synopsis/solicitation. Delivery Term:The MDOP shall be delivered to IRM/ENM, Fob Destination, Springfield, Virginia, within 15 days of the contractors receipt of a funded award. CCR Requirement: In order to submit a quote and receive an award, a company must be registered on the Central Contractor Registration (CCR). If a company is not registered in CCR, they may do so, prior to submitting a quote, by going to the CCR web site at http://www.ccr.gov. The contractor and its employees shall exercise the utmost discretion in regard to all matters relating to their duties and functions. They shall not communicate to any person any information known to them by reason of their performance under this contract which has not been made public, except in the necessary performance of their duties or upon written authorization of the Contracting Officer. All documents and records (including photographs) generated during the performance of work under this contract shall be for the sole use and become the exclusive property of the U.S. Government. Further, no article, book, pamphlet, email, recording, broadcast, speech television appearance, film or photograph concerning any aspect of work performed under this contract shall be published or disseminated through any media without the prior written authorization of the Contracting Officer. These obligations do not cease upon the expiration or termination of this contract. The Contractor shall include the substance of this provision in all contracts of employment and in all subcontracts hereunder. The MDOP is required to implement the Department of States enterprise deployment of the Microsoft Vista Desktop Operating System. The MDOP for Software Assurance is a suite of five products sold as an add-on subscription license available to customers who have Microsoft SA for their Windows desktops. These five products/technologies are listed below and are essential for automating the deployment of Vista to the Departments OpenNet desktops: Microsoft Application Virtualization (formerly Microsoft Softgrid application Virtualization), Advanced Group Policy Management, Asset Inventory Service, Diagnostics and Recovery Toolset, and Desktop Error Monitoring. The Department of State is a Microsoft volume license customer and currently has PCs that are covered by Software Assurance under a Microsoft Enterprise License Agreement (ELA). As a volume license customer, the Department is eligible to acquire an optional subscription license for the MDOP for Software Assurance that is tied to the DoS desktop operating systems currently covered by Microsoft Software Assurance under the Departments Microsoft ELA and is purchased under the same enrollment number. The term purchased would be for the remaining months through December 28, 2009 of the ELA of software assurance to be coterminous. The invoice shall be submitted via email to the Contracting Officer's Representative (COR), Tyrone Nunnely at NunnelyT@state.gov One copy of the invoice shall be concurrently submitted via the Financial Operations FAX server at 866-483-3436 (each invoice shall be transmitted separately). One copy of the invoice and supporting documentation shall be concurrently submitted to the Contracting Officer via email to: HamrickLB@state.gov. To constitute a proper invoice, the invoice must include all items per FAR 52.232-25, PROMPT PAYMENT. The J&A is executed on behalf of the Department of States Bureau of Information Resource Management, Enterprise Network Licenses division (IRM/OPS/ENM) for the purchase of ITCCB (Information Technology Change Control Board) approved MDOP (Microsoft Desktop Optimization Pack) SA Listed Monthly Subscription MVL for Win SA. 41 USC 253(c)(1) and FAR 6.302-1(c) are cited as the statutory authority for this J&A. MDOP was selected through an SOE-DD Trade Study conducted by ENM in mid-2007 as the add-on that would meet the Departments requirements for an efficient and cost-effective way to automate the deployment of Microsoft Vista to the Departments OpenNet desktops. The Department currently utilizes Microsoft operating systems and application software on 46,500 desktops and several thousand servers. The study determined that the MDOP tool is uniquely suited to the Departments requirements for improved desktop lifecycle management. The tool will contribute to efficiencies and cost avoidance by simplifying trouble shooting and root cause analysis of failed PC systems and servers; simplify application development and update release efforts by greatly reducing packaging and regression testing requirements; provide additional information and efficiencies to application and desktop support personnel already performing their duties with very limited tools; contribute to security compliance efforts in the DoS widely distributed environment; and offer significant return on investment. Microsoft is the manufacturer of this product, and it can only be purchased through Microsoft resellers.
