Description
This is a combined synopsis/solicitation (RFQ) of software support for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. PRICE: This is a proposed Firm Fixed Price contract type. DELIVERY: Required within 7 days. The required item is as follows: SafeNet / Manufacturer; Security Management Center Software Maintenance & Support; Description: Security Management Center, Version 1.x, Advanced, controls up to 250 Gateways / SE-SMC-A-250-A, Part Number P/N 906-10001-004; with Maintenance Plan / PLUS Level (910-10002-001). New license not required, only maintenance and support. 3 each. The Period of Performance (POP) is October 1, 2008 through September 30, 2009. BASIS FOR BRAND NAME REQUIREMENT: The SafeNet encryption devices DFAS currently has in use are configured and manageable by the SafeNet Security Management Center software only. Because of their proprietary nature, SMC software is the only software compatible with the devices, and procuring new software would require acquisition of a new encryption solution as well. SafeNet is the only provider of the SMC software. If the current maintenance agreement expires, warranties will be null and void leaving the agency at risk. The cost of new encryption hardware and software to accomplish the same purpose from other sources would be financially substantial to acquire, plus the additional cost of implementation. As such, re-procuring licenses and implementing a new product would be costly and not in the best interests of the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. The Defense Priorities and Allocations System (DPAS) assigned rating is DO-C9. The Government intends to include the following DFAS, FAR and DFARS clauses and provisions, either by reference or in full text in the resulting award.
