Description
NAICS Code: 541910 NAICS Code: 541910. The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) located in Washington, D.C. intends to award a purchase order to A.C. Nielsen of Schaumburg, IL, under the authority of Federal Acquisition Regulation (FAR) Part13, Simplified Acquisition Procedures. BACKGROUND: Under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), EPA must determine whether pesticides accomplish their intended function without posing an unreasonable risk to the environment. FIFRA provides Agency authority to issue regulations to exempt pesticides from FIFRA requirements, such as the requirement to obtain a license for a pesticide product before it may be sold or distributed. EPA issued a regulation in 1996 that deregulated certain pesticides. New information has become available that indicates that this exemption should be revised. Specifically, the Agency is gathering information to assess the extent of public benefit that could result if EPA decides to re-regulate personal insect repellent products that are exempt under the 1996 regulation. PURPOSE: The purpose of this purchase order is to obtain retail sales data for personal insect repellents, including exempt insect repellent products. This data will then enable EPA to assess the cost to industry if the exemption were rescinded for insect repellent products and the benefits that may accrue from such regulation. PERIOD OF PERFORMANCE: Deliverables are to be submitted within 30 days of purchase order award. This will be a one-time purchase with 12 months of after-service (answering questions about data, etc.) from the vendor. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirements, as stated herein, may submit their corporate capabilities, which if received by the response date of this announcement may be considered. Responses to this posting must be in writing and submitted to Rebecca Hindin, Contract Specialist at hindin.rebecca@epa.gov by 11 AM ET on Monday, August 25, 2008. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
