- VLB-36 Vega Lanterns and VLB-44 Lanterns SYNOPSIS AND SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. The Coast Guard intends to award a sole source IDIQ contract for the items described below to Vega Industries Limited, Heriot Drive Porirua Wellington, NZ 6006 NZL. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The NAICS code is 335129. The U. S. Coast Guard (USCG) has a requirement for the following: VLB-36 Lantern (Small), VLB-35 Lantern (Medium), VLB-36 Lantern (Large), VLB-44 high Base for buoys (optional), Spare Bird Spikes for VLB-44, IR Programmer, VLB-44 1 Tier Lantern (5 or 10 degree), VLB-44 2 Tier Lantern (5 or 10 degree), VLB-44 3 Tier Lantern (5 or 10 degree), VLB-44 4 Tier Lantern (5 or 10 degree), VLB-44 5 Tier Lantern (5 or 10 degree), VLB-44 6 Tier Lantern (5 or 10 degree), VLB-44 7 Tier Lantern (5 or 10 degree), VLB-44 8 Tier Lantern (5 or 10 degree), VLB-44 1 Tier Lantern (2.5 degree), VLB-44 2 Tier Lantern (2.5 degree), VLB-44 3 Tier Lantern (2.5 degree), VLB-44 4 Tier Lantern (2.5 degree), VLB-44 5 Tier Lantern (2.5 degree), VLB-44 6 Tier Lantern (2.5 degree), VLB-44 7 Tier Lantern (2.5 degree), and VLB-44 8 Tier Lantern (2.5 degree). The specifications for the VLB-36 Vega Lanterns and the VLB-44 Vega Lanterns are attached. Required delivery of the lanterns is 60 days, FOB destination. Destinations are in the continental US, including Hawaii, Alaska and Puerto Rico. National stock numbers for all items are required and will be provided after award of the contract. The following is the first delivery order: 1. VLB-44 High Base for Buoys (option), 20 each. 2. IR Programmer, 150 each. 3. VLB-44 1 Tier Lantern, (spec color, 5 or 10 deg), 100 each. 4. VLB-44 8 Tier Lantern, 2.5 degree (spec color), 20 each. This delivery order will be shipped to: Commanding Officer USCG Engineering Logistics Center, Bldg 88A 2401 Hawkins Point Rd Baltimore, MD 21226 The USCG intends to solicit on a noncompetitive basis, Vega Industries Limited, Heriot Drive Porirua Wellington, NZ 6006 NZL, for the Lanterns identified above. The statutory authority for other than full and open competition is 10 USC 304c (1) implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, if your firm believes it could accomplish this effort in the requested time frame, indicate this interest and submit a qualification package not to exceed 10 pages explaining your capabilities to the above listed point of contact no later than fifteen days after the date of notice. Oral communications are not acceptable. All responsible sources will be considered for evaluating the determination to issue a sole source contract. The following FAR provisions apply: FAR 52.212-1, Instructions to Offerors – Commercial Items (Nov 2007); FAR 52.212-2, Evaluation-Commercial Items (Jan 1999); FAR 52.212-4 (FEB 2007), Contract Terms and Conditions – Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive orders – Commercial Items (DEC 2007), (a), (b)(1) (Alt I), (b)(14), (b)(15), (b)(16), (b)(17), (b)(18), (b)(19), (b)(20), (b)(30), (d) and (e). Quotes shall include a completed copy of the certifications at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (NOV 2007). The full text of the Clauses may be accessed electronically at Internet address http://www.arnet.gov/far. The contract will be awarded to the lowest priced technically acceptable offeror. Proposals must be received by 2:00 PM EDT on Tuesday, September 2, 2008 and should be e-mailed to Bethany Stutler at Bethany.Stutler@uscg.mil. Mailed, FedEx, or UPS offers will be rejected.
