- See Numbered Note 27. Contract for Design Build contract for a small Child Development Center and Child Youth Services at Fort Lee, VA. This acquisition is being offered for competition limited to eligible HUB Zone concerns. The contract will be solicited and procured using Best Value Trade-Off methodology based on a one-phase Design/Build Process in accordance with Federal Acquisition Regulation (FAR) Subpart 36. This project is unique as it is one building that houses two separate functions. The CDC portion is 15,390 SF, the CYS portion is 2797 SF, and the General Storage portion is 1,998 SF with approximately 1200 SF of storage dedicated to the CDC and approximately 800 SF of storage dedicated to the CYS. The overall total square footage of the building is 20,185 SF. The CDC portion includes space to house 198 children to include infants, pre-toddler and pre-school age children and includes an administrative area, central registration area, full service kitchen, separate adult and childrens bathrooms, equipment storage, staff training room, staff lounge, waiting area, laundry area, telecommunication room, video/electrical room, and mechanical room. Specific use areas for younger children include latrines and diapering stations, adult latrines in infant rooms, outdoor play areas, and child development equipment. Child Development Centers have design features focused on the safety of children. The electrical and plumbing design, HVAC, flooring, doors, and countertops all must meet the standards for the safety and health of children. The CYS addition includes space for administrative support staff, reception/ entrance area, conference/ training room, staff lounge/workroom, storage, supply room, custodial closet, separate staff offices, and restrooms. Development of the facility may also include associated site development necessary to construct CDC/ CYS Facilities including site planning; clearing; grubbing; grading; installation of utility infrastructure; and, installation of roads, service access, parking, and landscaping. MILCON Transformation Request for Proposal and its underlying principles may be utilized in the criteria for these projects. Comparable projects in the private sector that are similar to the construction contemplated include: office type buildings, child care facilities, schools and youth centers. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the Central Contractor Registration (CCR) at www.ccc.gov prior to submission of Phase I proposals. In order to inspect and download RFP documents without charge, contractors and their subcontractors must register at Federal Technical Data System (FedTeDS) at www.fedteds.gov, once their CCR registration is complete. The solicitation will be posted to FedBizOpps at www.fedbizopps.gov, and is available to contractors without charge; contractors can search for the solicitation by solicitation number. Contractors can register to be put on a plan holders list that others can access through the FedBizOps site. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. The evaluation factors and their importance for this contract are as follows: FACTOR 1 Design Technical Sub factor 1 Building Functional, Aesthetics and Space; Sub factor 2 Quality of Building System and Materials; Sub factor 3, Site Design; Sub factor 4 Sustainability Requirements. FACTOR 2 - PERFORMANCE CAPABILITY Sub factor 1 Specialized Experience; Sub factor 2 Past Performance; Sub factor 3 Proposed Contract Duration and Summary Schedule; Sub factor 4 Organization/Technical Approach; Sub factor 5 Key Personnel capabilities and experience; Sub factor 6 Utilization of Small Business Concerns. FACTOR 3 Price. The Factors of will be broken down further in the RFP. All non-cost factors, when combined, are significantly more important than Price. Award will be made to an Offeror whose technical submittal and price proposal contains the combination of the criteria requested that offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. This solicitation will be issued in electronic format only and will be available on or about 8 August 2008 Note: Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE. The estimated Proposal Due Date is 22 September 2008 and will be stated in the solicitation.
