Description
The US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the US Army Medical Research and Materiel Agency (USAMRMC), has a requirement to complete the advanced development of a portable infusion pump with warming capability. USAMRAA intends to negotiate a sole source contract with Smisson-Cartledge Biomedical, LLC. The intent is to make a sole source award pursuant to FAR 6.302(a)(1) only one responsible source and no other supplies or services will satisfy agency requirements and FAR 6.302(a)(2)(ii), supplies are deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. Smisson-Cartledge has been working with the Government since 2002 to develop a portable, variable rate infusion pump capable of infusing warmed resuscitative fluids or blood to trauma patients suffering from hypovolemic shock. The U.S. Food and Drug Administration (FDA) cleared this system for marketing in 2006. However, a new and more rigorous version of the compliance standard for this type of medical device was also published in 2006, prior to the contractor's commercial marketing. This has forced the contractor to re-engineer the system to meet the new safety standards. The re-engineered system, and its subsystems, must now be re-tested and re-validated to ensure that the changes made do not present any new risks to patients or operators. Given the significant Government investment that has gone into the development of this technology, it would not be practical for MRMC to turn to another contractor to complete the testing and validation of this system as the major technological and regulatory hurdles have already been largely overcome through application of proprietary engineering solutions developed alone by Smisson-Cartledge LLC. This notice of intent is not a request for competitive quotes. No solicitation document exists. Any firm that believes it can provide the stated capability within the established timeframe is invited to submit written notification to the Contracting Officer by way of the Contract Specialist within fifteen calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability within the established timeframe. Information can be sent to the Contract Specialist, Kathryn McCune at kathryn.mccune@us.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
