Anticipated release of RFP is 30 Sep 08. Privatization is defined as the conveyance of a utility system to a municipal, private, regional, district, or cooperative utility company or other entity. The conveyance may consist of all right, title, and interest of the United States in the utility system. Utility Privatization (UP) will be accomplished in accordance with 10 U.S.C. §2688 Utility Systems: Conveyance Authority. Contract term is anticipated at 50 years. The following is a brief description of the system to be privatized: The Westover ARB natural gas distribution system consists of all appurtenances physically connected to the distribution system from the point in which the distribution system enters the Installation and Government ownership currently starts at the point of demarcation, defined by the Right of Access. The system may include, but is not limited to, pipelines, valves, regulators, and meters. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description is included to provide the Contractor with a general understanding of the size and configuration of the distribution system. There are no items specifically excluded from the natural gas distribution system privatization. Natural gas is supplied to Westover ARB by Bay State Gas through two metering points. One metering point is near the Central Ave. Gate (Building 2765). A second metering point is at the Westover Club. The meters are owned by Bay State Gas. The main distribution system receives gas at approximately 50 pounds per square inch gauge (PSIG). Natural gas is used to meet space and water heating requirements on Base. The natural gas utility system at Westover ARB has no pressure problems during peak winter loads. Bay State Gas maintains odorization at the metering points. A study of the capacity of the natural gas system at Westover ARB to support future operations when BRAC related mission additions are complete was finalized in February 2008. This study concluded that the proposed capital projects represent a potential increase in peak gas flow of about 76 percent compared to the existing theoretical peak flow, and that several modifications were recommended to allow the existing system to accommodate the increased demand. The natural gas utility system at Westover ARB consists of polyethylene (PE) pipe that is owned by Westover ARB. Natural gas utility mains and service lines are approximately 3 to 6 feet below grade. Valves are also made of plastic. Some of the pipe is buried with marker tape and tracer wire, but a majority of the system does not have marker tape or functioning tracer wire because it was installed using jack and bore techniques. The distribution system is looped so that most buildings can be fed from at least two different paths. There are no cathodic protection or odorization facilities at Westover ARB. A short segment of metal pipe delivers natural gas to the west side of building 3505 on the north side of the base.
