Description
This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. The reference number for this request is ST-08-9, and is issued as a request for quotations and incorporated provisions and clauses that are in effect through FAC2005-26. AGAR 452.219-70 - The North American Industrial Classification System Code(s) and business size standard(s) describing the products and/or services to be acquired under this solicitation are listed below: Contract line item(s): All; - NAICS Code 541370 - Size Standard $4.5M. FAR 52.212-2 - The Government anticipates award or a contract resulting from this solicitation to the Responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. The provision of 52.212.2, Evaluation – Commercial Items, applies to this acquisition. The contracting officer will make award based on price and other price related factors. All factors including price, delivery, technical capability, and past performance will be evaluated equally. In addition to the lump sum price quotation, quotations shall include past performance information which describes experience related to same or similar work performed within the last 3 years; documentation supporting the qualifications of personnel proposed for this project, and your approach to quality control. Successful offeror MUST accept government purchase card or submit electronic funds transfer information (SF1199a) along with their quotation to get set up for payment. Vendor MUST be in CCR and ORCA before purchase order is issued. Delivery is FOB Destination to Athens, Georgia. Please Note: Competition is restricted to eligible Service Disabled Veteran Owned Small Businesses in accordance to Clause 52.219-27, “Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (May 2004)”. ITEM DESCRIPTION: STATEMENT OF WORK: Soil Survey and Data Collection for 20,000 Acres in Echols County, Georgia. The scope of the soil survey and data collection activities includes: (1) Initial assessment of the site. (2) Order 2 soil survey. (3) Field description and classification of soils. (4) Map preparation (ARCGIS or compatible) and presentation. Period of performance is 180 days ARO. These studies are technical in nature and need to be conducted by professionals who can document a high degree of competence in the field of soil science. Significant decisions will be based upon this study, and it is imperative that the data be technically sound and appropriate for land use planning objectives. Specifications for Soil Survey of Echols County procedural guidelines for conducting soil surveys of varying levels of intensity are prepared and published by the United States Department of Agriculture, Natural Resources Conservation Service (NRCS). Additional information may be found on the following web pages: National Soil Survey Handbook and the Soil Survey Manual respectively: http://soils.usda.gov/technical/handbook/ http://soils.usda.gov/technical/manual/ Tasks include: The first phase of the project includes initial screening of the area (20,000 acres). This phase includes air photo interpretation (photography provided by the NRCS; CIR, Color NAP; Othrophotography, USGS Topography Maps) and ground-truthing with NRCS agency COTR and Soil Survey Project Leader to review predicted soil series in the project area. This information would be used to determine if additional soils are needed in the mapping legend. The second phase of the project includes an Order 2 survey of the area (http://soils.usda.gov/technical/manual/tables/table2-1.html). This survey shall follow the protocol established by the National Cooperative Soil Survey and the NRCS and include: an accurate description and classification of the soils within the area. The descriptions are detailed soil profile examination, classification and documentation of soils according to the NRCS Soil Taxonomy system. Properties should be described to a depth of at least 2 meters (80 inches) and should include as a minimum: (a) horizon, depth and designation (b) soil texture, (c) soil structure, (d) soil color (munsell); (e) soil pH; (f) Redoximorphic features; (g) depth to seasonal water table; (h) percent coarse fragment (plinthite, ironstones). One detailed soil profile description is required for each soil series identified in the contract area. Other site-specific features that might affect the use and management of the soil should be noted as well. Transect data (point data): two five-hole transects for every map unit with 200 - 5000 acres mapped to assist with classification, correlation and naming of map units. One additional five hole transcet if acreage for a map unit exceeding 5,000 acres mapped. These activities should be done in full accordance with the National Cooperative Soil Survey guidelines. The Third phase of the project includes digitizing the soil survey into ARCGIS or a compatible medium for use in the publication of Clinch and Echols Counties Soil Survey. The base map for the contract area should be photographic and at a scale of 1:12,000 to 1:24,000. USGS orthophotography are suitable for base mapping. (3)The maps shall be digitized into ARCGIS or compatible for use in the publication of Clinch and Echols Counties Soil Survey Contractor shall perform quality control on all work to ensure accuracy standards are met.
