Description
NASA/GRC intends to purchase the items from Hood Technology Corporation of HoodRiver, Oregon. Per FAR 13.106-1(b)(1) Only one source and no other vendor can provide theLight Probe. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code for this procurement is 541330.NASA/GRC has a requirement for instrumentation and recording system for measurement ofblade stresses at rotor 2 and 5 of a T700-GE-700 turboshaft engine. Instrumentation mustmeet the specifications as outlined below: Performance requirements are as follows:1. Contractor shall design, fabricate and integrate instrumentation to mount into theright side compressor case half (aft looking forward) to measure blade stresses at rotors2 and 5 of a T700-GE-700 compressor.2. The instrumentation shall be capable of determining which blade structural modes arebeing excited to contribute to high cycle fatigue. 3. The instrumentation shall be capable of flutter measurement of at least 250 mm attemperatures of 600F. 4. A 1/rev signal shall be installed through the existing capacitance instrumentationmount at rotor 1 as a timing signal for the blade timing measurement. 5. Instrumentation shall have demonstrated a capability for routine use in engine andturbomachinery with blade heights between 1.646" and 0.708" at speed up to 45,000 rpm.6. The system shall use fiber optic measurements for blade defections.The fiber opticsensors must be 1.8cm in diameter or smaller and bonded into the compressor case withoutany addition machined fixture to secure them.7. The system shall be capable of measuring frequencies of up to 32 KHz at design speed. 8. Contractor shall be on site for initial set up and check out of the system and supporttesting during actual engine operation for two weeks. 9. Contractor shall provide training in the operation of the system and the processingand analysis of data to determine blade stresses, tip timing measurement and structuralmode shapes. 10. Contractor shall be available for consultation and data analysis for at least 30 daysafter onsite training.11. Contractor shall provide operations manuals, maintenance manuals, and trainingmaterials.Delivery Schedule: Delivery schedule is 120 days from the date of the NASA award. Interested organizations may submit their capabilities and qualifications to perform theeffort via email to dawn.r.pottinger@nasa.gov not later than 4:30 p.m. local time on08/27/2008. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
