- Design/Build of a new Armed Forces Reserve Center Complex, located in Tyler, Texas. The project consists of three buildings: (1) The 800 - member Training Center (AFRC) is approximately 123,084 SF; (2) The Organizational Maintenance Shop (OMS) is approximately 8,392 SF; and (3) The Unheated Storage Building (UHS) is approximately 9,619 SF. The facilities are located in Smith County, Texas. The buildings will be permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems including air conditioning and electrical systems. Supporting facilities include site preparation, paving, fencing, and extension of utilities to serve the project. Options: 1) Add 3,000 SF to the Assembly Hall; 2) Alternate use of Concrete Pavement for Bituminous Pavement. This solicitation is a Request for Proposal (RFP). The estimated price range is between $25,000,000 to $100,000,000. This Solicitation is the Phase 1 of a 2-Phase Design/Build Best Value solicitation process. This process requires potential Offerors to submit their performance and capability information initially for review and consideration by the Government. Following the review, evaluation and rating of the Phase 1 proposals, the Government will select a maximum of five highest rated Offerors to receive the technical requirements package and provide a technical and cost proposal for consideration by the Government. The results of the Phase 1 review will be posted on this website. The selected Offerors will be invited to a Preproposal Conference in the Tyler vicinity. The technical information contained in the Phase 2 proposal will be reviewed, evaluated, and rated by the Government. The final evaluation rating used for comparison, selection, and award will reflect the evaluation rating received in Phase 2 only. A construction cost limitation will be provided with the Phase 2 technical requirements package. The proposal process for this 2-Phase procurement consists of the following: The Phase 1 Proposal: Experience of the Prime Contractor and Design Team for projects in CONUS only; Technical Approach Narrative; Past Performance of the Prime Contractor for projects in CONUS only, Design Team, and Past Performance on Utilization of Small, Small Disadvantaged, and Women-Owned Small Businesses; and Pro Forma Information. The Phase 2 Proposal: Technical Information (Renderings, Design Drawings, and Design Narrative); Management Plan; Subcontracting Information; Bonding Information; and Price. For Phase 2, all evaluation factors, other than cost or price, when combined, are equal to cost or price. The Phase 1 Solicitation will provide site plans for information and front-end specifications. The Phase 2 Solicitation will provide updated site plans, floor plans, and furniture plans of all buildings, the complete Statement of Work, and technical specifications. Furniture will be purchased by other contract. NAICS is 236220. Contract duration is 730 days. This is an UNRESTRICTED procurement. Approximate availability of the bid documents is 5 September 2008 and approximate closing date is 07 October 2008 at 4:00 pm Louisville Time. Award anticipated in January 2009. Project documents will be web only. Project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are: 486- based personal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 M B hard disk space, and compact disk drive. All contractors must be registered at www.ccr.gov to access the specifications and plans at www.FBO.gov. This announcement serves as the advance notice for this project.
