- Amendment #1 is hereby created to change the classification code from "F" to "B." This is a Sources Sought Notice Only for purposes of conducting Market Research to (1) identify small businesses with requisite qualifications to provide the services stated in the draft Statement of Work (SOW) and (2) assess alternatives available for determining how to proceed with the acquisition process. Based on capability statements received in response to this Sources Sought Notice, the acquisition may/may not be solicited as a 100% Small Business Set-Aside. This notice will be amended to indicate whether the action will proceed as a Small Business Set-aside or if it will be processed under Full and Open Competition. Again, this notice is for planning purposes only, and does not constitute a solicitation or an indication that the Government will contract for the services identified herein or in the draft SOW. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred by interested parties for responses to this Sources Sought Notice. No solicitation is available at this time. Requests for a solicitation will not be answered. The Environmental Protection Agency (EPA) has a requirement for support to (1) operate, maintain, and enhance the AIRNow Data Management Center (DMC), (2) operate, maintain and enhance AIRNow Gateway, (3) operate, maintain and enhance AIRNow-tech forecast submittal system, AIRNow geoeditor, AIRNow navigator and AIRNow notifier, (4) operate, maintain and enhance enviroflash, and (5) provide analyses and statistical assistance in addressing air toxics, multi-pollutant and trends, source apportionment, accountability and program assessments. The EPA Office of Air quality Planning and Standards (0AQPS) Outreach and Information Division (OID), Information Transfer Group manages and oversees real-time air quality data, forecast information, and other air quality products under the framework of EPA's AIRNow and Air Quality Index (AQI) programs. EPA's AIRNow program is the national repository of real time air quality data and forecasts for the United States. AIRNow is the vehicle for providing timely AQI information to the public, the media, and other federal agencies and their applications, and to the research community. The essence of AIRNow is to provide the public with current and relevant AQI information to protect their health. A detailed Draft Statement of Work of this requirement can be found on the EPA website at http://www.epa.gov/oam/rtp_cmd. The North American Industry Classification System (NAICS) code for this effort is 541990 - All Other Professional, Scientific, and Technical Services with a size standard of $6.5 million in average annual receipts over the preceding three years. EPA anticipates the award of a cost-plus-fixed-fee, level of effort/work assignment contract with a base period of performance of twelve (12) months, and four (4) additional twelve-month option periods. The anticipated contract award date is September 30, 2009. The total duration of the proposed contract is sixty (60) months for a total of 130,000 labor hours consisting of a base requirement of 7,000 labor hours and four twelve-month options of 7,000 labor hours each. In addition, the contract allows for options to increase the quantity of hours for the base and four option periods by 19,000 labor hours in each period. Interested parties must (1) be registered in the Central Contractor Registration (CCR) database online at https://www.bpn.gov/CCR/scripts/index.html and (2) must have completed the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ to be eligible for consideration. Interested small businesses should submit a capability statement which demonstrates their firm's ability to successfully perform the overall requirements as defined in the Draft Statement of Work. Responses must also include the following: name and address of firm, size of business, DUNS, average annual revenue, number of years in business, ownership, parent company/affiliate information, joint venture partners, and a list of customers during the past three years to include the contract numbers/contract type/dollar value of each procurement and point of contact's name/address/phone number. This capability statement shall not exceed five (5) pages in length and shall be sent electronically to Tillie Newsome, at newsome.otelia@epa.gov NOT LATER THAN 1:00 p.m. E.D.S.T. on Friday, September 12, 2008.
