Description
The proposed contract is a new requirement for non-design services for a Comprehensive Interior Design (CID) package to the existing design for the Laughlin Student Training Facility, Laughlin AFB, Texas. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(A)(2)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. Interested companies shall respond to this notice by providing the following information: 1) Company Name 2) Address 3) Point of Contact information with telephone number and email address 4) Cage Code 5) Capabilities information/statement showing that the company has the ability to fulfill the Government requirement as described herein. The contractor shall be able to comply with all requirements described herein to be considered capable. This notice of intent to award sole source is NOT a request for competitive proposals. THE NAICS code is 541330. SIC Code is 8711. The size standard is $4.5mil. The Government requirement is for a New A-E Service Purchase Order for the BRAC ADAL Student Training Facility, Laughlin AFB, Texas. RESPONSES TO THIS SHALL BE emailed to Krista.L.Davis@usace.army.mil. NO FAX or TRADITIONAL MAIL submissions shall be accepted. This is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Governments requirements. All inquires must be received by 2 pm (1400) 5 September 2008. Contractor shall furnish all services, materials, supplies, plant, labor, equipment, investigations, studies, superintendence, and travel as required in connection with the below identified additional work for the Comprehensive Interior Design, in accordance with the original AE Contract (W9126G-06-D-0024/TO# 0003). The Comprehensive Design (CID) package will include the review and selection of previously developed interior building materials, finishes, and furnishings to ensure integrating the total architectural and interior concept to the functional requirements of the User. The CID will complement the Structural Interior Design (SID) prepared during the development of the plans and specifications for the construction contract. The interior furnishing, fixtures, and equipment will be procured as a separate contract action thru the construction contract. The CID shall be prepared in accordance with the SWF AEIM, Chapter III Architectural and/or criteria stated in AE SOW. In addition to those requirements, a statement of design objectives is necessary to delineate the designer's philosophy and intent relative to an interior design scheme before it is integrated into the construction documents and translated into physical form. A statement of interior design objectives is required to form a basis for developing design schemes that reflect the functional and behavioral needs of the ultimate user. Where applicable, include desired physiological and functional impact of the interior environment on its inhabitants and proposed method of accomplishing same by using space planning, shapes, forms, color, patterns, textures, fabrics and furnishings. Furniture Related/Comprehensive Interior Design (CID) includes the space planning and design, selection, color coordination and arrangement of interiors and building material finishes, furniture and equipment provided or procured separately from the construction contract. This service entails design and preparation of procurement documents for items detached from the building such as furniture, draperies, rugs, movable planters, and art work. The service, when requested by the using agency, will be provided as an extension of project design for development during the construction phase to include submittals.
