Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-08-T-0024 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The Tennessee Army National Guard has the following requirements. This requirement is being advertised as a small business set-aside; the North American Industry Classification System (NAICS) Code is 722320 with a Small Business Size Standard of seven million dollars ($7,000,000.00) per year. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive OrdersCommercial Items (JUN 2006) (Deviation) and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation). Quotes are due in this office no later than Tuesday August 26, 2008, close of business four thirty (4:30) p.m. local central daylight savings time. Offers will be evaluated using the evaluation criteria outlined in FAR 13. All meals shall be served in building 2833 of the Volunteer Training Site, 400 Industrial Boulevard, Tullahoma, TN 37388. The vendor shall prepare the food off site and deliver the food to the designated building. The Government will not furnish any equipment or facilities for the preparation of the food. Vendor shall also provide single service items, disposable plates, cups, flatware and condiments for the meal. The award will be made to the vendor whose proposal is most advantageous to the Government. The evaluated non-cost factors for this acquisition shall be meeting the menu choices outlined for the meals. Past Performance will not be an evaluation factor in this acquisition. The following Contract Line Item Numbers (CLINs) are as follows: 0001 A total of five thousand three hundred and seventy (5370) Breakfast meals for the period of September 4, 2008 to September 30, 2008. The number of Breakfast meals served each day is listed below. Breakfast meals shall consist of at least three menus offering a selection of one (1) meat, two (2) eggs, biscuits with gravy or pancakes with syrup, one (1) serving of orange or grape juice, one half (1/2) pint of milk and one (1) serving of coffee. Meals shall be served in building 2833 of the Volunteer Training Site, 400 Industrial Boulevard, Tullahoma, TN 37388. Vendor shall have the food available no later than 5:00 AM local time each day and food shall remain available until 6:00 AM local time every day. Dinner meals shall consist of at least fifteen (15) menus offering a selection of one (1) serving of meat, two (2) servings of vegetables, one (1) serving of bread, one (1) serving of desert and one (1) serving of tea, coffee or soda as a beverage. The vendor shall select one menu per day for the first fifteen (15) days; on day sixteen (16) the vendor shall rotate back to the first menu served. Meals shall be served in building 2833 of the Volunteer Training Site, 400 Industrial Boulevard, Tullahoma, TN 37388. Vendor shall have the food available no later than 5:00 PM local time each day and food shall remain available until 6:00 PM local time every day.
