Description: This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items as supplemented with additional information included in this announcement. The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), and the National Weather Service (NWS) intends to solicit for purchase intends to solicit for purchase of 46 each Bucket, Manual Drain, Fischer & Porter/Belfort Instrument Co. P/N 617A183U01, NSN: 6660-00-018-3722. This item is being purchased for the National Weather Service, to be delivered to the National Logistics Support Center, Kansas City, MO. This item supports the National Weather Service (NWS) spare parts program. The only approved sources of supply for this item is Belfort Instrument Co. and Frise Engineering Co. Because the Government does not have the manufacturer's drawings for this part, it would not be economical to attempt to re-procure this part as a "build to print". Therefore, it is recommended to purchase the item by Part Number 617A183U01. The Government knows of no other equivalent items with fit, form, and function available from any other manufacturing source. The NWS special packaging/marking requirement will be applicable. In order to be considered, firms must furnish detailed information concerning their capability to provide this product or an equivalent. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified drain bucket or a drain bucket that provides the same fit, form and function as that specified. Any responses that provide for parts other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part number specified (P/N 617A183U01). Any small business sources, able to provide the exact make and model of the equipment reference herein is encouraged to respond to this announcement within 10 calendar days after its publication. Delivery will be on a FOB Destination Basis. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written RFQ will not be issued. This notice is hereby issued as RFQ No. NWWA1200844821KLC. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. The FAR clauses incorporated into this acquisition shall be the following: 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jun 2008) (Sections 5, 15, 16, 17, 18, 19, 21, 24, 28, 31, 36). The FAR provisions incorporated into this acquisition by reference are as follows: 52.212-1 Instructions to Offerors-Commercial Items (Jun 2008) and 52.247-35 F.O.B. Destination, within Consignee's Premises. The Government will award a purchase order resulting from this request to the responsible offeror whose quotation conforming to the RFQ meets or exceeds the RFQ requirements. This is a firm-fixed solicitation. This is a 100% small business set-aside requirement. The NAICS code for this requirement is 333999. All contractors doing business with the Central Region Acquisition Division (CRAD) must be registered with the Central Contractor Registry (CCR). Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1. Delivery Schedule. Provide a delivery schedule for the equipment. 2. Completed price schedule for the line item identified in this notice. This is a firm-fixed price request. 3. Completed copy of FAR 52.212-3 Representations & Certifications-Commercial items or certification of registration with the Online Representations & Certifications Application (ORCA) database. PRODUCT DESCRIPTION: Bucket, Manual Drain, F&P/Belfort Instrument Co. P/N 617A183U01. SPECIAL PACKAGING REQUIREMENT: Bar code label each item with National Stock No. (NSN), Agency Stock No. (ASN) and description of item shall be in accordance with the NLSC special packaging/marking requirement. Bar code label each item with National Stock No. (NSN), Agency Stock No. (ASN) & description of item. This requirement is the sole responsibility of the vendor. If items ordered are shipped without labels, the shipment will be rejected back to the vendor for non-compliance with the terms and conditions under the purchase order. A copy of NLSC instructions for Marking and Bar Coding Supplies for shipment to NLSC is attached to this solicitation.
