Description
Next Generation Enterprise Network(NGEN) Industry Day Announcement The Department of the Navy (DON) is issuing this notice as an update to the Sources Sought Notice entitled SPAWAR_Headquarters_MKTSVY_4623E posted on May 17, 2007. DON intends to host a Next Generation Enterprise Network (NGEN) industry day entitled Foundational Concepts. The purpose of this industry day will be to present information on the current Navy and Marine Corps Intranet (NMCI) environment, the future NGEN environment, and DONs notional Segmentation and Acquisition Strategies. In preparation for the Industry Day, DON is making this preliminary information available for informational purposes only. The information provided is not a commitment by the Government. It does not constitute as a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not a commitment by the Government to enter into a contract. The DON expects to post various types of information under this synopsis to provide industry information about the DON IT environment and upcoming opportunities. Industry may submit requests for additional information it would find useful, but the DON will use its discretion in deciding its ability to comply with such requests. DON will attempt to answer all questions in a timely manner and will post all questions and responses in a general, nonattribution format, as a separate document under this synopsis. Various military and civilian Navy and Marine Corps personnel will be assisting in this industry day along with DON support contractors to include Center for Naval Analyses (CNA); BearingPoint, Booze Allen Hamilton, Falconwood, Wyle Laboratories, Analex ComGlobal, TAIC, as well as others. The DON contracts with each company include the appropriate organizational conflict of interest and nondisclosure agreements, but any concerns relative to participation by these companies must be raised to the Procuring Contracting Officer (PCO) prior to submitting any information. All questions related to this synopsis should be directed to the following email address: BPt-FMUSNGEN- ContractSupport@BearingPoint.com No solicitations are currently available; any releases will be announced on this site. It is the potential offerors responsibility to monitor this site for the release of any solicitation. DON will host the NGEN Industry Day: Foundational Concepts on 8 September 2008 at the Ronald Reagan Building and International Trade Center located at 1300 Pennsylvania Ave Northwest, Washington D.C. from 1200-1600. Check-in will be from 10:45 AM to 11:45AM. Briefings will begin promptly at 12:00PM. The following information is provided: a. The industry day is open to all contractor and government personnel who have registered for the event and received a registration confirmation. All interested parties must register via a link posted at the website: https://portal.peoeis.navy.mil/main b. Registration will be open from 1200, 21 August 2008 through 0800 01 September 2008 or until the number of registrants reaches 550 people, whichever is sooner. c. Each contractor or government organization will be limited to 3 registrants on a first come basis. d. If 550 people have not registered by 0800, 01 September 2008, registration for the event will remain open. At that time, registration will be extended to those contractors or government organizations wishing to register additional attendees not to exceed 10 total people per company or government organization. e. Registration will be verified prior to entrance. Due to seating capacity restrictions, each contractor and government organization will be limited to the total number of their confirmed registrations. f. Walk-ins will be allowed to register if seats are available, on a first come basis starting at 11:45 a.m. (too disruptive to participants otherwise) on the day of the event. g. DON will be collecting point of contact (POC) information from any contractor(s) who wish to contact, or be contacted by, other contractors attending the event. All interested contractors will be given the opportunity at registration to provide a POC name and contact information for their company. This information will be posted after the event. DON intends to conduct full and open competition(s) to select contractor(s) to support the Next Generation Enterprise Networks (NGEN) which is planned as the follow-on effort of todays Navy Marine Corps Intranet (NMCI) contract to ensure continuity of service for FY11 and beyond. DON intends to transition to NGEN incrementally. By September 2010, the DON envisions one or more contractors and government agencies providing the same services existing under NMCI. The DON anticipates that NGEN will have improved capabilities implemented through a Block approach beyond 2010 as requirements are developed and approved. DON is intending to award one or more contracts based on a notional segmentation of existing services determined by market research and industry standards to most effectively meet DON requirements and manage market driven risks. The DON will initiate and award contract(s) for this acquisition in the best interest of the government. All contracts will be available to all potential offerors as authorized by law or regulation.
