- NASA/DFRC has a requirement for membership at Center for High PerformanceReconfigurable Computing, Brigham Young University.This procurement enables DFRC to participate during 2009 with academia, industry, andother NASA field centers in a National Science Foundation sponsored consortium forreconfigurable computing (www.chrec.org). The intended use during 2009 is to involve BYUand the consortium members in researching applications for and building on reconfigurabletransceiver technology NASA DFRC is currently helping to develop and transfer.The consortium is designed to serve as a basis for long-term partnership andcollaboration amongst industry, academe, and government in the new/growing field ofreconfigurable computing. It is chartered to directly support the research needs ofindustry and government partners in a cost-effective manner with pooled, leveragedresources and maximized synergy. It directly addresses NASA requirements to considereducational opportunities for undergraduate & postgraduate researchers. Finally, NASA'sgoal of advancing the knowledge and technologies in this emerging field and ensuringrelevance of the research with rapid and effective technology transfer is addressed.NASA/DFRC intends to purchase the items from Brigham Young University. There is no otherknown source. The consortium is a national resource pool that took two years to form. NASA DFRC has known about it since 2005 and has not seen anything similar to it emerge asan alternative. Government labs, including three other NASA field centers comprise 15%to 20% of the consortium membership already.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 6, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
