Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ R6-18-08-188596 is issued as a request for quotations and incorporates provisions and clauses that is in effect through FAC 2005-26. This solicitation is a small business set-aside under NAICS 321113. The small business size standard is 500 employees. The Government will issue an order as a result of this Request for Quotations to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, cost or price and other factors considered. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussion with any or all quoters. ITEM DESCRIPTION - The Willamette National Forest requires construction of a log frame structure which shall consist of four paired posts scribed to fit over an upper and lower horizontal log. The log frame shall have an open center to receive an 8’ x 12’ sign that can swing freely (sign is not part of this purchase—this is for information only). The wood shall be raw Douglas fir, hand peeled, cleaned through bark scale to cambium surface. They shall each have a 16 inch small end diameter by 27 feet long with a 1 inch taper per 10 foot length allowed. The green log shall be peeled, allowed to air dry and “relax” as much as possible before any processing can begin. The vendor shall scribe, cut and fit four (4) paired posts to upper and lower horizontal logs. They will assemble posts in pairs. A 2” x 2” x 25’ spline is the required post-to-post joinery. Each post log (8) shall have a full length flat of 5 to 6 inches width to accommodate a 2’ x 2’ x 26’ spline (or mortise). In pairs, assemble posts utilizing 2” x 4” x 6” soft tenons over the length of the spline; and exterior grade construction adhesive and fasteners. Each post (4) shall be scribed to fit over both horizontal logs, upper and lower and secured by adhesive and fasteners. All logs shall have an undercoat of a 10-15% borate solution. Above ground logs shall have two (2) coats of stain; color will be in the natural to medium earth tones. Below ground sections shall have two (2) coats of treatment; five (5) feet will be below ground. Shipping and handling cost should include assembly and freight charges. The frame structure is to be delivered to the Hoodoo Ski Area. Preferred delivery would be by mid October due to weather concerns. If this time frame is not feasible, please note on your response the realistic delivery date.
