- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is W912EF08Q0121 and is issued as a request for quotes. This requirement is set aside 100% for Small Business Concerns. The associated North American Industrial Classification System code for this procurement is 332999 with a small business size standard of 500 employees. All quotes need to be received by 27 August 2008 at the Contracting Division, Walla Walla District Corps of Engineers, 201 N. 3rd, Walla Walla, WA 99362, Attn: S. Yoder, Stephen.m.yoder@usace.army.mil. Please submit the required Representations and Certifications under FAR 52.212-3 with the quote. FOB Destination shall be Kahlotus, WA 99335. Line Item 0001: Pump IMO Series CIG model 33012-RIP and motor, 3hp 460v. Line Item 0002: Pump IMO C3EBC118(D) and motor 3hp 460v AC. Line Item 0003: Pump IMO C3EBC118(D) and motor 125v DC. SCOPE OF WORK The Contractor shall furnish and deliver 7 IMO pump series CIG model 33012-RIP (thrust bearing pump) & 8 IMO pump series 3E C3EBC118 (D) (turbine guide bearing pump) positive displacement hydraulic pumps. Any manufacturer with a product similar or equal to IMO pump series CIG model 33012-RIP & 3E C3EBC118 (D) shall be considered. BACKGROUND ON THRUST BEARING PUMP The thrust bearings have been provided by the original manufacturer with an externally pressurized system for providing high pressure oil to the thrust bearing surfaces during the starting and stopping of the generator. This specification will detail the replacement of these positive displacement pumps and their drive motors for all six turbine generator units. The turbine oil is an ISO 100 The pressurized system for providing high pressure oil to the bearing surfaces shall include a suitable positive displacement oil pump driven by a three-phase 460-volt motor. The pumping unit shall be of sufficient capacity to force the oil completely between the thrust bearing shoes and the thrust bearing runner when the unit is at a standstill. The load on the thrust bearing when the unit is at rest is approximately 1,800,000 pounds. There are 12 thrust bearing shoes with each shoe having a babbitted surface area of 659 square inches. Specification outlined on a drawing indicate the pump shall yield 11.7 gallons per minute against a discharge pressure of1200 pounds per square inch, The existing system is a Northern Pump Model 4678-07 coupled to a General Electric Triclad 15 hp motor, 1750 rpm, 460 V at each of the 6 units. SPECIFICATIONS The pump shall be constructed of cast iron, cast iron c- face adapter, lovejoy style jaws coupling, OSHA guard, and a energy efficient 15 HP 1800 RPM electric motor, 254TC frame with c-face adapter and motor foot, 460 volt 3 phase power supply. It must be configured with a top suction 1.25 and top discharge 0.75. It must have a Decibel Rating less than 70db(A) Pump efficiency of a minimum 82% BACKGROUND TURBINE GUIDE BEARING PUMP The turbine guide bearing is supplied oil continuously by either of two pumps. Primary being a Brown & Sharp model 517 pump driven by a 1hp AC 460 volt 3phase motor. Secondary source of oil being same pump as primary driven by a 1hp DC 125 volts motor. Both pumps supply 9 GPM @ 75 PSI of turbine oil to the guide bearing. The bearing housing has an external oil sump that the pump takes suction from. The oil is pumped through a shell & tube heat exchanger, discharging the oil into the top of the bearing housing. SPECIFICATIONS The pump shall be constructed of cast iron, cast iron c-face adapter, lovejoy style coupling and a OSHA guard. Four (4) of the 8 pumps shall be driven by a 1 HP. 460 volt, 3 Ph. AC motor. Four of the 8 pumps shall be driven by a 1 HP. 125 volt DC motor. All motors shall be energy efficient 1800 RPM TEFC 56C frame with c-face adapter and motor foot. Pumps shall meet the 9 GPM @ 75 PSI @ 120F @ 100 SSU. The Contractor shall also supply 2 rebuild kits for the 3E pump bodies. The kit will include all gaskets and seals necessary to disassemble & reassemble pump. OFFEROR must be registered on Central Contractor Registration before an award can be made to them. If offeror is not registered in CCR, you may do so by going to the CCR web site at http://www.ccr.gov. PROVISIONS AND CLAUSES: The following Provisions will apply: FAR 52.204-7, Central Contractor Registration, FAR 52.212-1, Instructions to Offerors Commercial Items, FAR 52.212-3, Offeror Representations and Certifications Commercial Items. The following clauses will apply: FAR 52.212-4, Contract Terms and Conditions Commercial Items, and in FAR 52.212-5(b), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, the referenced clauses: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.225-13, 52.232-33. Other applicable clauses: FAR 52.211-6, 52.252-2, DFAR 252.204-7004A, 252.212-7001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. As per FAR 52:212-2 Evaluation-Commercial Items: This solicitation will be awarded based on the lowest priced, technically acceptable, and most expeditious delivery. Delivery shall be made not later than 30 September 2008.
