Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) The solicitation number is W911QX-08-T-0193. This acquisition is issued as a Request for Quotation. (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. (iii) This acquisition is full and open. The associated NAICS code is 333314. The small business size standard is 500. (iv) The following are the contract line item numbers and items, quantities and units of measure: CLIN 0001 Confocal Microscope 1 Each in accordance with the specifications. CLIN 0002 Five year preventive maintenance in accordance with the statement of work/Specifications 1 Each. (v) Statement of Work/Specifications Confocal Microscope Specifications 1.Laser Scanning Head Required features: -universal scanning head for confocal, non-confocal laser acquisition, brightfield, darkfield and DIC (differential Interference contrast) and polarized light optical techniques -LED Illumination for white light observations in brightfield, darkfield, polarized light and DIC -408 nanometer semiconductor laser solid state class 2 or equivalent. -Confocal circle pinhole plus dual photo multipliers for both confocal and non-confocal laser inspection. -Minimum magnification of 14,400x -Minimum resolution of 0.120 microns XY and 0.010 microns in Z -Auto focus -Motorized nosepiece with software parfocal adjustment -XY single frame and stack acquisition -user adjustable laser gain control during acquisition with live image composition during stack scanning -Multiple gain settings for acquisition based on Z position for extended dynamic range control -Minimum of six times optical zoom -Polarizer and analyzer slots built into scanning head with provision for DIC prism for conventional microscopy (polarizer, analyzer and DIC prism included) 2.Objectives -Long working distance objectives: 5X (NA=0.15) with min. WD=12.0mm, 20X (NA=0.4) with min. WD=12mm, 50X (NA=0.5) with min. WD=10.6mm, and 100X (NA=0.80) with min. WD=3.3mm -Standard working distance objectives: 10X (NA=0.3) with min. WD=6.5mm, 20X (NA=0.45) with min. WD=3.0mm, 50X (NA=0.80) with min. WD=1.0mm, and 100X (NA=0.95) with min. WD=0.35mm -Objectives optimized for laser wavelength for accurate z measurements without chromatic aberrations 3.Frame -Revolving nosepiece up and down motion (for measurement) -Moving resolution of at least 0.01 microns -Built in scale with minimum resolution of at least 5 nanometers -Stroke of at least 10mm coarse manual Z stage (for alignment) -Fine handle stroke of at least 70mm -Head position adjustable with additional 30 mm -Accepts total minimum object height of at least 100 4.Motorized Stage -Provides stroke of at least 150 mm(X) by 100 mm(Y) -Minimum travel step of 1 micron -Repeatability of at least 0.5 of alignment in both directions (20 micron) -Ability to manipulate with joystick 5.High Performance Vibration Isolation Table -Working surface size minimum 28x28x28 inches by maximum 36x36x30 inches -Gimbal piston isolator mechanism -Ferromagnetic stainless steel work surface -Self-leveling -Requires not more than 60 to 80 psi Air or Nitrogen. 6.Imaging Station with keyboard, mouse and twin 19 Monitors, software must include: -Image data: OLS format / BMP, TIFF, JPEG available, can be saved as CSV file, measurement data transfer to MS Excel -Data processing: noise removal, noises at isolated points and noises caused by profile correction can be removed, noises can be leveled off, and height noises caused by insufficient light intensity can be removed -Tilt correction: the tilt of an image can be corrected manually or automatically by using straight or curved line -Filters: smoothing filter, enhancing filter, one- and two-dimensional frequency filters, level of brightness can be leveled off -Digital zoom -One shot noise removal 7.Data Analysis Metrology Software Required features -distance/volume measurement -line width measurement -geometrical measurement -particle analysis -cross-section measurement -area and volume -three-dimensional roughness -two-dimensional roughness -image arrangement stitching -automatic stage control -recipe function -report output -statistic processing -calibration -Two additional copies/licenses of data analysis metrology software to be used on a remote computer 8.Additional Software Required features: -automatic import of OLS images to image analysis software to perform stitching -extended acquisition -multi image alignment (MIA) panorama image stitching XY axis -extended focus imaging (EFI) infinite depth of focus (Z Axis Stitching) with parallax adjustment for stereomicroscopes -database for recording user defined searchable fields -ability to generate reports for export to MS Word -ability to create overlays draw text, arrows, etc. on image (also in live mode) -ability to export data to MS Excel -image processing filters contrast enhancement -noise / separation filters -morphological filters -3-D display 3D-perspective -3D-animation -chain measurement repetitive measurement tool -phase analysis phase percentages -absolute areas -ability to create a one-button-solution for repetitive keystrokes or sequences -particle detection with classification -two additional copies/licenses of additional software to be used on a remote computer. 9.Grains and Structures Software Required features -Intercept and planimetric method for determination of ASTM grain size -Two additional copies/licenses of software to be used on a remote computer. 10.Power Requirements -Required voltage: 120 V (single phase), 208 or 480 V (single and three phase) 11.Preventative maintenance contract (CLIN 0002): -Five year preventive maintenance contract starting upon Government acceptance of the microscope which covers routine maintenance and calibrations and includes all travel and labor costs to site 12.Other items -The contractor shall deliver, install and provide training for this system for up to six people within four months after receipt of order (vi) Delivery is required no later than four months after the award is made. Delivery shall be made to the Army Research Laboratory, Aberdeen Proving Ground, MD. Acceptance shall be performed by an authorized Government Representative at the Government site. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (ix) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific best value evaluation criteria to be included in paragraph (a) of that provision are as follows: 1) The ability of the proposed product to meet all of the Specifications described in paragraph (v) above; 2) Past Performance. All offerors are to provide a documented history of providing similar systems. (Submit the purchasing entities name and provide a point of contact and telephone number); 3) Total Price for each line item. Award will be made to the offeror whose proposal meets all specifications and has the lowest price. Failure to meet any of the above specifications will result in no further consideration of that proposal, regardless of price. (b) Offerors are required to submit technical information. (i) Technical Information, means clear and convincing evidence that the product(s) offered meet fully the specifications contained in paragraph (v) above (e.g., cuts, illustrations, specifications, drawings, etc.). This information is required to establish, for the purpose of evaluation and award, details of the product offered, and pertain to significant elements such as (1) design; (2) materials; (3) components; (4) performance characteristics; and (5) methods of manufacture, assembly, construction, or operation. The term includes only information required to determine the technical acceptability of the offered product. It does not include other information such as that used in determining the responsibility of an offeror or for operating or maintaining equipment. (ii) Technical Information must be (1) identified to show the item(s) of the offer to which it applies and (2) received by the time specified in this solicitation for receipt of proposals. (c) Failure of Technical Information to show that the product(s) offered conforms to the requirements of this solicitation may result in the proposal being determined unacceptable. (d) Failure to submit Technical Information as required above may result in the proposal receiving no further consideration (x) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xi) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition.
