Description
The Environmental Protection Agency (EPA) intends to award a sole source firm fixed price purchase order to NanoDrop Technologies, LLC, 3411 Silverside Road, Bancroft Building, Wilmington, DE 19810 to purchase a Themo Scientific NanoDropTM 3300 Fluorospectrometer. NanoDrop Technologies, LLC is the authorized distributor for Thermo Fisher Scientific who is the only manufacturer (globally) of this instrument. The EPA believes that NanoDrop Technologies, LLC is the only authorized distributor for Thermo Fisher Scientific for this instrument. Molecular genetics research requires instrumentation to quantify volumes as small as 1 microliter (1 ul) and amounts as low as 2 picograms (2 pg) of nucleic acids (RNA and double-stranded DNA). These attributes of high sensitivity and sample conservation are necessary because these nucleic acids are derived from biological samples that are rare, require extreme effort to acquire and/or are very small in size. Molecular genetics research samples have been performed on this type of instrument in collaboration with the USEPA/ORD/Ecological Exposure Research Division (EERD), Cincinnati, OH. New samples to be analyzed at EPA must be compatible with previously analyzed samples using similar fluorescent technology. Using these same methodologies will prevent data degradation, permit continuity and compatibility of data with all sample data sets analyzed. All sample data sets will be combined in the ORD molecular genetics research program. The circumstances permitting "Other than Full and Open Competition" is FAR 13.106-1(b) (1), "Only one source reasonably available". Any parties disagreeing with the above mentioned statement and can provide documentation supporting the above should notify the listed Point of Contact. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The intent of this synopsis is to determine if any source(s) exist, and therefore, no solicitation (RFQ) is available.
