- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DG133W-08-RQ-0949, and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. This solicitation is a small business set-aside. The associated NAICS code is 334516, and the small business size standard is 500 employees. Contract line item number 0001: 1 each Environmental Defender Series Analyzer, including soil analysis package, light element analysis program, analytical analysis package, process analytical package, lead-based paint package, filter analysis package, hands free test stand, AC adapter, hoister, and RoHS/WEEE analysis and Pb package-free solder testing - or equal. For a product to be equal, it must meet the following salient characteristics: Hand Held, Portable (Weight < 5lbs.); Temperature Range - Ambient; Trigger or Start/Stop Icon Operation; Optional control from external PC; rechargeable batteries with charger; Color Display Screen with high resolution touch screen; Display Data in Concentrations or percentage; Spectral display with peak zoom and identification; 128 Mb standard memory; 20,000 test results with spectra; 400 MHz Arm processor or higher; Microsoft Windows CE Operating System or an alternate operating system providing a flexible user interface satisfactory to the Government requiring activity. Delivery shall be made F.O.B. Destination to the attention of Eric Parr, SSMC2, 1325 East West Highway, Station 17406, Silver Spring, MD 20910 not later than 90 days after purchase order award. Government acceptance shall take place at destination. FAR Provision 52.212-1 applies to this acquisition, and there is one addendum to this provision. Specifically, this addendum is as follows: "With respect to Paragraph (b)(4) of FAR 52.212-1, a technical description is not required if the quoter is proposing the brand name product. However, if the quoter is proposing an ‘equal' product, the quoter should include product literature demonstrating that its proposed product meets all the salient characteristics set forth above or alternatively, the quoter may provide a demonstration of its product at NWS headquarters in Silver Spring, Maryland within two days after the closing date of this RFQ. If the quoter desires to provide a demonstration of its product, it must schedule this demonstration by contacting Mary Hotze at telephone (301) 713-1830 extension 109 not later than the closing date of this RFQ." FAR Provision 52.212-2 does not apply to this acquisition. Any purchase order awarded as a result of this RFQ will be to the lowest-priced quote for an acceptable product from a responsible quoter. The quoter shall include a completed copy of FAR Provision 52.212-3 in its quote (reference Paragraph (b)(8) of FAR Provision 52.212-1). FAR Clause 52.212-4 applies to this acquisition, and there are no addenda to this clause. FAR Clause 52.212-5 applies to this acquisition, and the following additional FAR clauses cited in Paragraph (b) of FAR Clause 52.212-5 are applicable to this acquisition: FAR 52.219-6; FAR 52.219-28; FAR 52.222-3; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-50; FAR 52.225-1; FAR 52.225-13; and FAR 52.232-33. There are no additional contract requirements or terms and conditions. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. Quotes must be submitted to the attention of Mary A. Watson by fax at (301) 713-2560 or by e-mail to Mary.A.Watson@noaa.gov. Quotes are due by close-of-business on August 25, 2008.
