- Description
- Request for Proposal (RFP), number PR-HQ-08-12068, is hereby issued on August 22, 2008 for Portable Satellite Units (PSU) Bandwidth and Maintenance Services. The RFP is issued utilizing full and open competition procedures.The North American Industry Classification System (NAICS) number is 517410, Satellite Telecommunications, with a size standard of $15.0 million. EPA?s Office of Solid Waste and Emergency Response, (OSWER), Office of Emergency Response (OER) requires EPA requires a contractor to provide base bandwidth service to all satellite units identified in this contract with options for: 1) Additional new NARFCOM PSUs to be added later; 2) Additional Mobile Command Post (MCP) satellite units to be added later; 3) Additional EPA regional satellite units to be added later; and 4) Increased bandwidth on any number of satellite units during times of emergency response. Additionally, EPA requires a contractor to provide the following types of maintenance services: 1) Help desk support services to end users who may be encountering connectivity or maintenance issues; 2) On-site service calls for any damaged or malfunctioning satellite units including all travel, parts, and labor; and 3) Emergency service calls for any emergency situation in which multiple satellite units must be sent to a response site and may require servicing after transit including all travel, parts, and labor. Award of a hybrid-type contract with a one-year base period and three (3) 1-year option periods is anticipated. All technical questions concerning this solicitation must be received in writing by the Contract Specialist no later than Thursday, August 28, 2008.
