- The purpose of this sources sought notification is to identify potential sources that are GSA Schedule 70 contract holders and have the knowledge and skills to provide development, maintenance, and helpdesk support for the Federal Transit Administration’s Transportation Electronic Award Management (TEAM) Web Application. TEAM-Web application is the center of the FTA’s grants management mission. The TEAM-Web application is a project and financial management application that was designed and developed to fulfill government mandates for increased accessibility of Federal Assistance Programs. TEAM-Web is comprised primarily of classic ASP and ASP.NET 2.0 technology. It includes three tiers, HTML and JavaScript for the presentation tier with encryption using digital certificates; C#, ASP (VB Script), XML, MTS for the business tier; and ADO, XML and Ingres 2006 for the data tier. TEAM-Web also has some custom interfaces that exchange data with FTA and the Office of the Secretary’s Grants Notification System (GNS) with the use of FTP scripts. In addition to maintaining the existing TEAM-Web application which is currently written in Ingres database platform, the FTA needs to develop an Oracle based solution that will support the next generation grants management system and interface with FTA’s Financial Management Systems, Oversight Tracking System, and Charter Registration System. This proposed solution must also interface with the grants solution selected by the Department of Transportation which is the ACF Grants Consortium. This sources sought synopsis is published for market research purposes only. There is no solicitation available at this time. Pending results of the market research FTA intends to procure this requirement using GSA Schedule 70, in accordance with FAR Subpart 8.4 Federal Supply Schedules. If a contractor possesses a GSA Schedule 70 contract and the skills to complete the tasks detailed above, send an e-mail including the contractor’s name, address, phone number and point of contact information to the Contract Specialist at Dorice.Kenely@dot.gov. This is not a request for proposal. Nothing in this notice shall be construed as a commitment or obligation by the Government to conduct further actions as a result of this notification.
