- The Government intends to negotiate and award a firm fixed price level of effort type contract to provide on-line licenses to CQ.com. The proposed contract will be awarded on a sole source basis to Congressional Quarterly Inc., 2300 N ST NW STE 800, Washington DC 20037. The authority permitting other then full and open competition is Title 10, U.S. Code, Section 2404(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance for this effort is one base year plus four option years.
