- The U. S. Nuclear Regulatory Commission’s (NRC) Office of Nuclear Reactor Regulation (NRR) has oversight responsibility for the licensing of operating research and test reactors (RTRs). Within NRR, the staff within the RTRs Branches of the Division of Policy and Rulemaking performs most functions associated with the regulation of RTRs. These efforts take the facility from initial licensing through transition to decommissioning status. Three major oversight responsibilities for operating RTRs are program management, inspection, and operator licensing. The NRC conducts internal training for its staff that provides classroom instruction in RTR reactor designs, facilities, equipment, operating characteristics, technical specifications, inspection requirements, and current areas of concern to the NRC. However, the NRC does not have the ability to provide training that involves “hands-on” experience or observation of actual/simulated RTR reactor behavior. This contract will serve as a pilot program. Based on the success of this pilot program, the NRC may procure additional training depending on staff needs. The objective of this contract is to acquire expert technical assistance to provide a four (4)-day training course tailored for NRC staff, including preparing training materials and to conduct the training, in RTR reactor theory with hands-on RTR facility and laboratory experiment experience. The training will be conducted at the contractor’s RTR facility.
