Description
This is a combined synopsis/solicitation for Histological Processing and Histopathology Services. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Marine Animal Health Program requires sources for the processing of histological and histopathological specimens and for histopathological diagnostics for marine mammals, sea turtles and corals as set forth in the attached RFQ dated August 22, 2008, and the Statement of Work contained therein. The work shall be performed under an indefinite delivery indefinite quantity (IDIQ) contract with firm-fixed-unit prices provided on per-sample basis for the various types of analyses. The contractor shall provide support on multiple projects for all priced Line item numbers (CLINS) as proposed in the attached Minimum and Maximum (Bid) Schedule, with each new project being conducted under a separate Delivery Order. The contractor shall provide specimen processing or interpretation with one species or taxa and not others. The contractor shall address its capabilities to process multiple taxa specimens and to provide enhanced diagnostic evaluations for pathologist screening, if an event (mass strandings, Unusual Mortality Events, die-offs) includes multiple taxa. Each offeror shall address its ability to provide surge capacity for emergency response cases as it is likely that in some events or die-offs the number of specimens or cases may actually exceed the capabilities of a single contractor.
