Description
The United States Property Fiscal Office (USPFO) for Mississippi intends to contract on a non-competitive basis with Adacel Systems Incorporated of Orlando FL. The 232nd AOB, 185th TAB has requirement to Up-grade the current on hand Adacel MaxSim Air Traffic Control (ATC) Tower Simulator with a current version of MaxSim Radar including pseudo pilot and Flight Strip Printer. The proposed contract action resulting from this Special Notice services/supplies is the Governments intention to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons/parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this Special Notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and for informational purposes of future procurements. The contractor for this proposed Sole Source contract is: Adacel Systems Inc. This is a Sole Source Procurement. Below is: Justification for Other Than Full and Open Competition, Statement of Work for this requirement. SOLE SOURCE JUSTIFICATION Justification for Other Than Full and Open Competition Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by FAR Subpart 6.3, and in accordance with (IAW) requirements of FAR 6.303-1, the justification for the use of the statutory authority under FAR Subpart 6.302-1 is justified by the following facts and rationale required under FAR 6.303-2 as follows: 1) Agency and Contracting Activity: The USPFO proposes to enter into a contract on a basis other than full and open competition. 2) Nature and/or description of the action being approved: The USPFO intends to sole-source its requirement to upgrade the current on hand Adacel MaxSim Air Traffic Control (ATC) Tower Simulator with a current version of MaxSim Radar including pseudo pilot and Flight Strip Printer. 3) Description of Supplies Services : The proposed acquisition consists of the following: a. The current version of MaxSim Radar including pseudo pilot and Flight Strip Printer, 1each 4) Identification of the Statutory Authority Permitting Other Than Full and Open Competition: The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1(b)(1)(ii) entitled Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 5) Demonstration That the Nature of the Acquisition Requires Use of the Authority Cited: The current version of MaxSim Radar including pseudo pilot and Flight Strip Printer upgrade being purchased was designed and built by Adacel specifically for Adacel MaxSim Air Traffic Control (ATC) Tower Simulator in support of the Military. The Adacel Radar Simulator represents the only means currently available that will interface with the Adacel MaxSim Air Traffic Control Simulator. 6) Description of Efforts Made to Ensure Offers are Solicited From as Many Potential Sources as Practicable: Market research was conducted 15-22 August 2008 to determine if any other commercial off-the-shelf systems could be used to perform the required upgrade. Due to the Adacel specific type of simulator on hand, no other source was identified or could be deemed suitable for use in support of the current ATC. 7) Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Fairness of price is based on past purchases of similar simulator upgrades and analysis of professional engineering services listed in the GSA 871 PES Schedule. 8) Description of Market Research: Market research was conducted 15-22 August 2008 to determine if any other commercial off-the-shelf systems could be used to perform the required upgrade. Due to the Adacel specific type of simulator on hand, no other source was identified or could be deemed suitable for use in support of the current ATC. 9) Any Other Facts Supporting the Use of Other Than Full and Open Competition: There are no other facts to provide. 10) A Listing of the Sources, if Any, That Expressed, in Writing, An Interest in the Acquisition: No other interest has been expressed. 11) A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required: As long as no other vendors produces Radar Simulator that meets the specific National Guards requirements, Adacel will be allowed to provide the required product. The USPFO will watch market developments closely to ensure that any simulator systems developed by other vendors are considered for use in the Radar Simulator project. End of Sole Source Justification. The Contracting Officer, Jerri D. Winfield has approved this Justification. STATEMENT OF WORK START: 01 Sep 2008 COMPLETE: 30 Sep 2008 SHORT TITLE: MaxSim Radar including pseudo pilot and Flight Strip Printer. 1. PLACE OF PERFORMANCE: a. On-site at 232nd AOB, 185th, TAB, Southaven, MS 2. REFERENCES: a. Technical Characteristics for the MaxSim Radar is a versatile simulation tool that can be used for radar and non-radar procedural training in all facets of the IFR control environment as well as in the design and testing of flight patterns and procedures. It can be configured standalone or integrated with MaxSim Tower and/or MaxSim PAR, MaxSim radar has evolved to a highly sophisticated training tool designed not only to emulate features found in modern radars, but also to incorporate functions specifically aimed at assisting the learning process. 3. SPECIFICATIONS: User configurable settings support global defaults and temporary individual controller preference stored profiles Configurable colour settings Multiple radar mosaic or single radar feeds Sectorization & controller jurisdiction symbols Configurable flight progress strips (with batch printing & updates) Weather & winds aloft effects Transition altitudes Pressure regions and pressure effects Configurable track symbols, labels and fonts, including full and partial formats Variable leader lines and leader line offsets (automatic & manual) Brightness controls Radar offset & re-center Preview windows and target lists On screen scratch pads Video map selection SSR beacon code assignment Manual track correlation Handoff features including handoff to unmanned sectors Weather cells & calibrated levels of intensity Vector lines and projected track lines Short term conflict alert Customized PAR display interface (system emulation) Capability to automate GCA Feeder controller Shares common design tools and supporting interfaces with the MaxSim family Supports varying pilot performance Supports no compass approaches Comprehensive weather effects Integrated scenario preparation tools with password security Operate standalone or with pseudo pilots Desktop or laptop configuration - can allow a student to operate it anytime, anywhere in or out of a classroom setting Configurable Windows colour palette Realistic, configurable aircraft performance characteristics Multiple display monitors supported Picture in picture independent radar presentations User configurable data tags, radar ranges and range rings Networked or single seat selections 4. SECURITY REQUIREMENTS: (as applicable) 4.1 No security clearance required. 5. TASK ORDER MANAGEMENT DESIGNATION: 5.1 The Contracting Officer (KO) for this procurement is Jerri D. Winfield, USPFO at (601)313-1565. 6. DESCRIPTION OF WORK: 6.1 Scope: The USPFO intends to sole-source its requirement to upgrade the current on hand Adacel MaxSim Air Traffic Control (ATC) Tower Simulator with a current version of MaxSim Radar including pseudo pilot and Flight Strip Printer. 6.2 Task A: Upgrade ATC Simulator with current version of MaxSim Radar including pseudo pilot and Flight Strip Printer. 7. GOVERNMENT FURNISHED EQUIPMENT (GFE): 7.1. The government shall provide the ATC Simulator to be upgraded with the Adacel MaxSim Radar. Contractor shall transport all equipment required in support of the upgrade to 232nd AOB, 185th TAB, 385 Stateline Road, Suite 2, Southaven, MS 38671. 8. CONTRACTOR FURNISHED MATERIAL (CFM): 8.1. Contractor shall provide all equipment required in support of the upgrade. The contractor shall transport all equipment to installation site. 9. TRAVEL REQUIREMENTS: NA 10. TRANSPORTATION OF EQUIPMENT/MATERIAL: FOB Destination 11. DATA DELIVERABLES: NA 12. OTHER CONDITIONS/REQUIREMENTS: 12.1. Place and Hours of Performance: NA 12.2. Quality Assurance Provisions: 12.2.1. All work to be performed and all material and data to be submitted under this work order will be inspected and accepted by the designated Government Representative. 12.3. Compliance 12.3.1. The contractor shall ensure the delivered product meet all standards and guidelines provided in the contract and in applicable regulations and directives. 12.4. Acceptance 12.4.1. Preliminary reports, outlines and draft documents submitted to the USPFO will be reviewed by the Contracting Office for completeness, and may be returned to the contractor for correction. Absence of any comments by the Contracting Office shall not relieve the Contractor of the responsibility for complying with the requirements of this work statement. Final approval and acceptance of documentation required herein shall be by the letter of approval and acceptance of the Contracting Officer. Any letter of acknowledgement of receipt of material shall not be construed as a waiver of review, or as an acknowledgement that the material is in conformance with this work statement. Any approval given during preparation of the documentation, or approval for shipment shall not guarantee the final acceptance of the completed documentation.
