This is a combined synopsis solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is TOTS-D-08-Q-00101. The NAICS code is 541611 and the Small Business Standard is $6.5Mil. PERFORMANCE WORK STATEMENT FOR REQUEST FOR QUOTE Organizational Network Analysis and Related Services •1. BACKGROUND •1.1. Background on the Office of Thrift Supervision (OTS) The Office of Thrift Supervision (OTS) was established as a bureau of the U.S. Department of the Treasury on August 9, 1989. OTS is headquartered in Washington, DC and has five regional offices located in Jersey City, Atlanta, Chicago, Dallas, and San Francisco. The agency is the primary federal bank regulator and supervisor of federally-chartered and state-chartered savings associations, their subsidiaries, and their registered savings and loan holding companies across the nation. OTS also oversees domestic and international activities of the holding companies and affiliates that own the thrift institutions. The agency oversees over 800 thrift institutions and over 400 thrift holding companies. The mission of OTS is to supervise savings associations and their holding companies in order to maintain their safety and soundness and compliance with consumer laws, and to encourage a competitive industry that meets America's financial services needs. OTS's vision is to perform, and to be recognized, as the premier regulator of financial institutions and holding companies. OTS's plans and reports, including the OTS Annual Report for Fiscal Year 2007, the 2008 Performance Plan, and the OTS Strategic Plan 2007-2012, can be found on its website (http://www.ots.treas.gov). •1.2. Background on Information, Technology & Finance (ITF) The Information, Technology & Finance (ITF) organization consists of the information technology (IT), finance, and facilities functions of the agency. The facilities function supports the building, leasing, and physical security needs of the OTS headquarters. The finance function supports the budget, travel, procurement, payroll, accounting, and financial operations of the agency. The IT unit supports the IT needs of the agency, including the technological infrastructure and information systems that employees use as well as some systems used by OTS-regulated institutions. Development of systems is done in house and includes not only administrative systems that provide internal financial services and support the operations of the OTS workforce, but also examinations or supervisory systems that support the examinations and supervision of regulated institutions; financial data systems that support the collection, reporting, and analysis of financial data filed by regulated institutions; and industry systems to collect, maintain, and track information regarding the structure of regulated institutions. Part of the structure of the IT organization is based on these different system types. There are a little over 1,000 OTS employees of whom over 110 are full-time employees in ITF, most of whom are in the IT function. The majority of ITF staff are based in Washington, DC, with the exception of a few who are based in the southern and northeastern regions of the country. ITF is led by OTS's Chief Information Officer (CIO) & Chief Financial Officer (CFO) who reports to the agency's Senior Deputy Director & Chief Operating Officer. Ten positions report to the CIO/CFO. These positions include the Deputy CFO, the Director of Information Systems, the Director of Technology Services, the Assistant Managing Director of Administrative Services, the Manager of Special Projects, the Chief Information Security Officer, the Special Assistant to the CIO, the Budget Officer, the Manager of Records Management, and the Manager of Enterprise Services. Throughout 2007 and into the early part of 2008, ITF has undergone significant reorganization and leadership and management changes. Therefore, OTS is seeking Organizational Network Analysis (ONA) services to assess the efficiencies of the new ITF organization structure and identify opportunities for improvements at the organizational and individual levels. •2. OBJECTIVE AND SCOPE •2.1. Objective The objective of the contract is to acquire ONA and related services for the ITF organization in order to improve individual professional accountability and awareness of the strengths and limitations of the personal networks of up to 150 ITF leaders, managers, staff, and key internal stakeholders as well as to identify opportunities to: •· Drive behavior change to maximize efficiencies of the new ITF organization structure and stakeholder engagement model; •· Improve resource allocation and project management discipline within ITF; and •· Improve collaboration within ITF and with key internal stakeholders as a major enabler of the ITF strategic plan for 2009. •2.2. Scope The scope of the Contractor services included in this Performance Work Statement (PWS) includes the following types of activities: •· Launching the ONA initiative; •· Designing and developing the network survey; •· Administering the network survey; •· Analyzing the survey data and finalizing results; •· Developing actionable findings, conclusions, and recommendations; •· Providing individual feedback to survey participants; and •· Conducting post-survey meetings with ITF employees. At a minimum, the Contractor shall address the above activities in conducting the ONA of ITF. In addition, the Contractor is invited to propose any additional key activities or tasks that they deem relevant and applicable. OTS anticipates a second phase, Option 2, to execute tasks that will: •· Drive behavior change to maximize efficiencies of the new ITF organization structure and stakeholder engagement model; •· Improve resource allocation and project management discipline within ITF; and •· Improve collaboration within ITF and with key internal stakeholders as a major enabler of the ITF strategic plan for 2009, as identified by the ONA, as well as implement the recommendations the Contractor provides from the ONA initiative, including any recommendations of appropriate interventions or activities related to organizational strategy and design, change management, and leadership and management effectiveness. This phase will priced on fixed price labor rates for identified labor categories. •3. TASKS AND DELIVERABLES The Contractor shall perform the following tasks and provide the associated deliverables in support of the contract objective described in section 2.1: Task 1 - Launch the ONA Initiative The Contractor's responsibilities under this task shall include the following activities: •· Working with OTS to determine the most appropriate confidentiality approach for the ONA initiative; •· Working with OTS to compose any communications to ITF employees regarding the ONA initiative; •· Conducting any preliminary analyses (e.g., documentation review, interviews, or focus groups) necessary to inform the project and network survey design and validate any information and findings; •· Preparing any tools or instruments (e.g., questionnaires or interview questions) needed to conduct the preliminary analyses; •· Working with OTS to identify the population of OTS employees who should receive the network survey and assembling their contact information for survey administration; and •· Working with OTS to complete any additional activities necessary to successfully complete this task. Deliverables associated with Task 1 include a short Status Report provided to the COTR for each work week during the performance of Task 1. Status reports should clearly indicate the status of completion of Task 1 activities. The Contractor shall work with the COTR to determine the format and content of the status report. Task 2 - Design and Develop the Network Survey The Contractor's responsibilities under this task shall include the following activities: •· Drafting the survey content to support the project objectives; •· Working with OTS to finalize the survey content; •· Assembling the content into the finished survey for administration over the web; •· Working with OTS to compose advance notice of the survey to those who should receive the survey; •· Testing the web-based survey and making any necessary corrections or changes; •· Working with OTS to obtain any necessary information on survey participants in order to complete Task 2; and •· Working with OTS to complete any additional activities necessary to successfully complete this task. Deliverables associated with Task 2 include: •· A short Status Report provided to the COTR for each work week during the performance of Task 2. Status reports should clearly indicate the status of completion of Task 2 activities. The Contractor shall work with the COTR to determine the format and content of the status report. •· A review and approval of the final version of the network survey by the OTS executive sponsors before the survey is deployed to survey participants. The Contractor shall provide a web-based network survey to up to 150 ITF leaders, managers, staff, and key internal stakeholders and that supports the project objectives and meets the requirements in this PWS. The survey should: •o Be accompanied by clear user instructions and be user-friendly and •o Not require use of OTS network resources or infrastructure to host or deploy the survey, collect survey responses, or analyze survey data. OTS will review and approve the final version of the survey within 5 business days. Task 3 - Administer the Survey The Contractor's responsibilities under this task shall include the following activities: •· Composing the communications and instructions to accompany the survey; •· Launching the survey and collecting survey responses over the web using a Contractor-provided, pre-developed and tested organizational network software; •· Providing participants with technical support for the survey; •· Monitoring survey returns and providing OTS with survey return information; •· Working with OTS on any appropriate actions or communications to ensure a high response rate; and •· Working with OTS to complete any additional activities necessary to successfully complete this task. Deliverables associated with Task 3 include: •· A short Status Report provided to the COTR for each work week during the performance of Task 3. Status reports should clearly indicate the status of completion of Task 3 activities. The Contractor shall work with the COTR to determine the format and content of the status report. •· Deployment of the network survey to survey participants. The Contractor shall provide a web-based network survey to up to 150 ITF leaders, managers, staff, and key internal stakeholders and that supports the project objectives and meets the requirements in this PWS. The survey should: •o Be accompanied by clear user instructions and be user-friendly and •o Not require use of OTS network resources or infrastructure to host or deploy the survey, collect survey responses, or analyze survey data. •· Survey return information, which can be provided via project status reports. Task 4 - Develop Actionable Findings, Conclusions, and Recommendations The Contractor's responsibilities under this task shall include the following activities: •· Analyzing the survey data using the Contractor's ONA software; •· Providing ITF leadership with a review of the preliminary results and a general walkthrough of the preliminary network map of the ITF organization; •· Conducting any follow-up analyses (e.g., interviews) necessary to accurately interpret, validate, and finalize the results and working with OTS to compose any communications to ITF employees needed to accomplish this; •· Working with OTS to finalize the results and develop actionable findings; •· Conducting a presentation, before submission of the final written report, at OTS headquarters to the executive sponsors to summarize the findings and present and discuss preliminary conclusions and recommendations; •· Working with OTS to determine when and how to provide survey participants with their personal network action plan reports; •· Providing ITF leadership with a final network map(s) of the ITF organization; •· Providing the executive sponsors with a written report of the Contractor's technical approach and ONA process, actionable findings, and final conclusions and recommendations; •· Working with OTS to determine whether there is a need to conduct a post-survey meeting with managers (Option 1 - Task 6), and if so, working with OTS to determine the objectives of the meeting, the target audience for the meeting, and the timing of the meeting (i.e., prior to or after the All Hands meeting (Task 5)); and •· Working with OTS to complete any additional activities necessary to successfully complete this task. Deliverables associated with Task 4 include: •· A short Status Report provided to the COTR for each work week during the performance of Task 4. Status reports should clearly indicate the status of completion of Task 4 activities. The Contractor shall work with the COTR to determine the format and content of the status report. •· A final network map(s) of the ITF organization accompanied by any explanatory text, map legends or keys, and network measures needed to interpret and understand the map(s) and to have as a basis of comparison should an ONA be repeated for ITF in the future. The Contractor shall work with OTS during Task 1 to determine if the map(s) should be blinded or non-blinded and who should have rights to see the map(s). OTS will review and approve the final version of this deliverable within 5 business days. •· A presentation, before submission of the final written report, at OTS headquarters to the executive sponsors to summarize the findings and present and discuss preliminary conclusions and recommendations. •· Copies for the executive sponsors of a written report describing the Contractor's technical approach and ONA process used; describing the actionable findings and final conclusions; and providing short- and longer-term recommendations that can be used to set the requirements for a follow-on phase to continue to improve ITF at the organizational and individual levels. The Contractor shall include in the report any recommendations of appropriate interventions or activities specifically related to organizational strategy and design; change management; and leadership and management effectiveness. The Contractor shall provide a draft of the written report before the presentation to the executive sponsors. OTS will review and approve the final version of this deliverable within 20 business days. Task 5 - Provide Personal Network Actions Plans to Survey Participants and Conduct Post-Survey All Hands Meeting with ITF The Contractor's responsibilities under this task shall include the following activities: •· Working with OTS to prepare for an All Hands meeting at OTS headquarters with ITF, including determining the objectives of the meeting and composing any pre-meeting communication; •· Preparing to conduct the All Hands meeting; •· Working with OTS to finalize the content of the All Hands meeting; •· Providing each survey participant with a personal network action plan report; •· Conducting the All Hands meeting; and •· Working with OTS to complete any additional activities necessary to successfully complete this task. Deliverables associated with Task 5 include: •· A short Status Report provided to the COTR for each work week during the performance of Task 5. Status reports should clearly indicate the status of completion of Task 5 activities. The Contractor shall work with the COTR to determine the format and content of the status report. •· Feedback to each OTS employee who participates in the network survey in the form of a Personal Network Action Plan Report to facilitate specific actions the participant can take to improve his or her personal network. The Contractor shall work with OTS to determine when and how to provide the report to survey participants (i.e., prior to or at the post-survey All Hands meeting). OTS will review and approve the final format of this deliverable within 5 business days. •· A post-survey All Hands meeting of no more than a half a day in length at OTS headquarters for up to 150 OTS employees, including ITF leadership and managers, who were invited to participate in the network survey. The Contractor shall work with OTS to determine the exact format and content of the meeting, which may include a general overview of the ONA findings as well as general awareness training and guidance on understanding personal networks and utilizing participants' personal network action plans. The Contractor shall be responsible for preparing, reproducing, and shipping (if necessary) any materials to be used during the meeting. OTS shall provide the facilities for the meeting and any reasonable requests for traditional meeting equipment, such as flip charts and a presentation computer and projector. If any meeting invitees cannot be physically present at the meeting, OTS shall make every effort to allow them to attend via video, audio, and/or online (LiveMeeting) conference. OTS will review and approve the final agenda and content of this deliverable within 5 business days. Contract Line Item 0002 - Option 1 Task 6 - Conduct Post-Survey Meeting with Managers (Optional) If tasked by the Contracting Officer, through exercise of Option 1, the Contractor shall conduct a post-survey meeting of no more than a half a day in length at OTS headquarters for up to 30 OTS managers who were invited to participate in the network survey. The Contractor shall work with ITF leadership to determine the exact timing and target audience of the meeting. The Contractor shall work with ITF leadership to determine the exact format and content of the meeting, which may include presentation of general ONA findings specific to ITF management and/or general awareness training and guidance on how to support employee personal network development. The Contractor shall work with OTS to compose any pre-meeting communication. The Contractor shall be responsible for preparing, reproducing, and shipping (if necessary) any materials to be used during the meeting. OTS shall provide the facilities for the meeting and any reasonable requests for traditional meeting equipment, such as flip charts and a presentation computer and projector. Deliverables associated with Task 6 include: •· A short Status Report provided to the COTR for each work week during the performance of Task 6. Status reports should clearly indicate the status of completion of Task 6 activities. The Contractor shall work with the COTR to determine the format and content of the status report. •· A post-survey meeting for managers as described above. OTS will review and approve the final agenda and content of this deliverable within 5 business days. Contract Line Item 0003: Option 2 Task 7: Additional follow-on work/Implementation The contractor may be required to provide additional analysis for other areas of the agency or to provide support services to assist OTS with the implementaion of the resulting recommendations for the completed analysis under Contract Line Item 0001. Deliverables associated with Task 7 include: •· A short Status Report provided to the COTR for each work week during the performance of Task 6. Status reports should clearly indicate the status of completion of Task 6 activities. The Contractor shall work with the COTR to determine the format and content of the status report. 4. HOURS Meetings and teleconferences requiring the Contractor's participation shall generally be scheduled during OTS normal business hours (Monday through Friday, 8:30 A.M. to 5:00 P.M. Eastern Time). The Contractor shall agree with the COTR on specific hours each week during which the Contractor shall be reachable by phone or e-mail during the OTS normal business hours specified above. 5. PERIOD AND PLACE OF PERFORMANCE a. Period of Performance OTS requires that work for Contract Line Item (CLIN) 0001 commence one (1) week after contract award and be completed by no later than November 14, 2008. The period of performance for CLIN 0003 will consist of a 1 year base lot and two (2) one (1) year options. b. Place of Performance The Contractor shall be prepared to perform contract activities based out of their facilities, except for those activities which will require travel to OTS headquarters at: 1700 G St., NW Washington, DC 20552 Offerors must be within a three-hour commute to OTS headquarters. 6. CONTRACTOR TRAVEL AND LODGING The Contractor shall be responsible for making all travel arrangements, including lodging accommodations, when travel is required to OTS headquarters. Travel will be reimbursed in accordance with Federal Travel Regulations. 7. KEY PERSONNEL a. Conduct of Contractor Personnel The Contractor's key personnel include all individuals who are essential for the performance of the goods or services described in this PWS and who will be assigned to the resulting Contract. This includes, but is not limited to, project managers, subject matter experts, and analysts. The Contractor shall abide by Department of the Treasury Directive 85-01 regarding provisions for IT security and authorized entrance and exit at these facilities. During all operations on OTS premises, Contractor personnel shall comply with the rules and regulations governing the conduct of personnel and the operation of the facility, as specified in the Federal Property Regulations and in accordance with OTS security policies, requirements, and procedures. Failure to comply with these rules and regulations will result in denial of entry to OTS premises. The OTS security official will be the primary authority on all security matters relating to this contract. The Contractor must respond to all requests and communications from the OTS in a timely, cooperative, and professional manner. This includes administrative and billing matters as well as matters regarding the design, development, and implementation of the ONA initiative. b. Substitution of Key Personnel The Contractor agrees that whenever, for any reason, an individual is unavailable to perform under the resulting Contract, it will replace the individual with an equally qualified substitute of comparable experience and qualifications. The Contractor shall not remove or replace key personnel without prior notification to and written approval by the COTR, and the COTR will approve any replacement of key personnel prior to their replacement. Approval of key personnel will not be unreasonably withheld. <h6>8. INVOICING AND PAYMENTS</h6> (a) Invoices shall be submitted to: Accounting Services Branch Avery St A3-G Bureau of Public Debt PO Box 1328 Parkersburg WV 26106 -1328 (b) Invoices with missing data and/or charges in excess of contractual limits will be returned to the Contractor for correction. <h6>9. NOTIFICATION OF POST AWARD CONFERENCE</h6> Within five (5) days after contract award, a Post Award Conference may be held by the Contracting Officer between the COTR and the Contractor. This meeting will be conducted either in person or by phone. Attendees from the Government will include the Contracting Officer, the COTR, and any supporting staff considered necessary for effective contract performance. A representative(s) of the Contractor familiar with and responsible for the both technical and contractual requirements will be required. The Contractor will be notified, by phone, regarding the exact time and location of the meeting. 10. TRAVEL AND PER DIEM All travel and per diem expenses, if required or deemed necessary by the Government to perform the required work under a task letter, shall be approved by the COTR in advance. All air travel shall be invoiced utilizing economy class and all ground transportation and per diem shall be invoiced in accordance with rates applicable to OTS employees and in accordance with the OTS Travel Policy. Use of a rental car, if applicable, shall be invoiced at the most economical rate available for the intended purpose. Personal car travel shall not be invoiced at more than the current rate per mile allowed for OTS employees. Travel Policy and approved in advance by the Contracting Officer's Technical Representative (COTR). The contractor will not be reimbursed for travel within a 50-mile radius of the Contractor's office unless pre-approved by the COTR. 11. SUBCONTRACTOR/CONSULTANT ARRANGEMENTS The offeror's quote shall identify all subcontract/consultant arrangements proposed for this effort. Specifically, the following information shall be provided to the Contracting Officer: (1) Company name of each subcontractor or the individual name in the case of independent consultants; (2) Names of each subcontractor's corporate address; and, (3) Scope of Work to be performed by each subcontract/consultant. Throughout the term of this contract, the Contractor shall obtain prior written authorization from the Contracting Officer for any additions, deletions, or changes in subcontract/consultant arrangements entered into for the purpose of performing this contract effort. The Contractor shall furnish the Contracting Officer with the above-specified items of information for any subcontract/consultant arrangement, which the Contractor proposes subsequent to contract award. The provisions of this clause do not preclude any requirements regarding subcontractors, which may be set forth elsewhere in this solicitation/contract. <h6>12. GOVERNMENT/CONTRACTOR RELATIONSHIPS</h6> The Government and Contractor understand and agree that the services to be provided under this contract by the Contractor to the Government are non-personal services. The parties recognize that no employer-employee relationship exist or will exist under this contract. The Contractor contracts with the Government to furnish the specified services fully described herein and is accountable to the Government only for furnishing such services, materials, or work ordered. For the purpose of this contract, the Contractor's employees shall not be subject to the supervision of a federal office or employee while engaged in the performance of its duties. <h6>13. HOLD HARMLESS AND INDEMNIFICATION AGREEMENT</h6> The Contractor shall save, hold harmless, and indemnify the OTS against any and all liability, claims, and costs of whatsoever kind and nature for injury to or death of any person or persons and for loss or damage to any property occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work under the terms of this contract, resulting in whole or in part from the intentional and/or negligent acts or omissions of Contractor, and Subcontractor, or any employee, agent, or representative of Contractor or Subcontractor. <h6>14. CONFIDENTIAL OR SENSITIVE INFORMATION</h6> The work to be performed and data released to the Contractor's designated key personnel shall be treated as sensitive in nature and is not to be discussed with or released to anyone except Government employees assigned to the project and other Contractor personnel working on the project. The Contractor is responsible for having all its employees working under this contract and task orders or having access to privileged information under this contract to execute a Non-Disclosure Statement as required by the OTS under this contract. The OTS, as it deems appropriate, may require additional certifications be completed by the contractor at any time during contract.. Additionally, any information contained in the solicitation or the work papers related to examination of conditions, reports prepared by, on behalf of, or for the use of the contractor shall not be disclosed to the public, including the Contractor's clients or customers. <h6>15. NEWS RELEASE</h6> News releases or any other form of publicity concerning this procurement shall not be made without prior written approval of the Contracting Officer. 16. MODIFICATION AUTHORITY Notwithstanding any other provision of this contract, the Contracting Officer is the only individual that can authorize and accept nonconforming work, waive any requirement, or modify any term or condition of this contract. A Firm Fixed Price type order is being solicited. Travel in accordance with OTS Travel Policy: 1 Lot (NTE) $10,000.00 A quote received in response to this Request for Quote (RFQ) must consist of the following: Volume I: Technical Approach to include Key Personnel, Volume II: Past Performance Information, Volume III: Cost/Price Proposal Volume I - Technical Approach: The Offeror shall provide a concise summary of its understanding and approach to each task identified in the PWS including a timeline for each task and indicating those activities in which a meeting or conference call with the executive sponsors is required. The Offeror shall clearly explain the process and methods that will be used to conduct the Organizational Network Analysis (ONA) and include a sample of the Personal Network Action Plan Report that survey participants will receive. In addition, the Offeror shall clearly demonstrate subject matter knowledge and expertise to conduct the ONA. The offeror shall identify labor and key personnel necessary to perform the services outlined in the PWS along with a description of how the individual will contribute to the project and shall submit biographies and/or resumes (3 page limit/resume) for each key personnel demonstrating the following as appropriate: •· Practical experience conducting interviews and analyses for ONA initiatives •· Practical experience designing and executing ONA surveys •· In-depth knowledge of ONA design and/or results interpretation •· Practical experience in ONA survey data analysis •· Practical experience developing actionable findings and recommendations for ONA initiatives •· In-depth knowledge of organizational strategy and design, change management, and/or leadership and management effectiveness •· Practical experience facilitating meetings or conducting workshops with ONA survey participants •· Practical experience facilitating implementation of recommendations from ONA initiatives or conducting follow-on work with clients based on ONA findings Any exceptions to the requirements of the statement of work must be clearly identified in Volume I, Technical Approach. Volume II - Past Performance: The offeror shall demonstrate satisfactory past performance under prior contracts for similar project services, as verified by Offeror's references. For each reference, Offerors shall provide the following information: •· Name of the customer •· Total contract value •· Brief description of the work performed •· Period of performance •· Point of contact (technical/project manager or contracting official name and telephone number) Volume III: Cost/Price Information: The offeror shall provide cost/price information to demonstrate how the fixed prices were derived. For Example, provide fully burdened hourly rates for the proposed labor categories, number of hours, and any other direct costs associated with the various proposed pricing. In addition to the proposal for the requirements in this statement of work, Offerors are encouraged to submit a priced alternate proposal that achieves the OTS objectives of this statement of work. The alternate proposal must be proposed on a fixed price basis. All alternate proposals must be clearly marked Each quote shall enable government personnel to make a thorough evaluation and arrive at a sound determination as to whether or not the proposal will meet the requirements of the government. The Government will award a fixed price order resulting from this RFQ to the responsible offeror whose offer, conforming to the RFQ, will be most advantageous to the Government based on the offerors Technical Approach, Past Performance and Price. Technical Approach is equal to Past Performance and the sum of Technical Approach and Past Performance are more important than Price. The provision at 52.212-1, Instructions to Offerors - Commercial Items, is applicable to this procurement. Offerors are advised to include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. Provisions may be accessed at www.arnet.gov/far. The following FAR provisions and clauses are applicable to this acquisition: 52.203-3, Gratuities; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, which includes: 52.222-3, Convict Labor; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.222-21, Prohibition or Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; and 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. All contractors must be registered in the CCR database to be considered for award. Registration is free and can be completed online at https://www.ccr.gov.
