- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through the June 12, 2008 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-26. This acquisition is NOT a small business set-aside. This announcement constitutes the formal Request for Quotation (RFQ) and no additional written solicitation WILL be issued. It is the intent of the National Library of Medicine (NLM) National Institutes of Health (NIH) Department of Health and Human Services (HHS), acting on behalf of the Centers for Disease Control and Prevention, Social Security Administration, and HHS Office on Disability, to negotiate on a sole source basis with the World Health Organization (WHO), Avenue Appia 20, 1211 Geneva 27, Switzerland. The contractor will provide NLM with at least once-yearly updates to the English versions of the International Classification of Functioning, Disability and Health, 1st Edition (ICF) and the International Classification of Functioning, Disability and Health, Children and Youth, 1st Edition (ICF-CY). In addition, the contractor will provide NLM with the right to use ICF and ICF-CY within the UMLS Metathesaurus for research purposes within the NLM, in NLM’s production data creation systems, and in its publicly accessible retrieval systems; and to redistribute ICF and ICF-CY, within the UMLS Metathesaurus, free-of-charge to U.S. entities for use within the U.S. for any health care, public health, research, educational, or statistical purposes. ICF is a unified and standard language and framework for the description of the health and health-related states of an individual or community. A derived classification, ICF-CY was developed to address the needs of child and adolescent health programs. While traditional diagnostic coding such as the International Classification of Diseases (ICD) is used to describe causes of impairments, the ICF and the ICF-CY are classifications that describe the impact of the impairments, taking into consideration contextual and environmental factors. WHO developed and owns the intellectual property rights of both ICF and ICF-CY. The ICF was approved by the World Health Assembly in 2001 for use in member countries in research, surveillance and reporting and as complementary to the ICD. In 2006, ICF was adopted as a U.S.-government wide standard by the interagency Consolidated Health Informatics Initiative for the functioning and disability domains with the recommended that it be incorporated within the NLM UMLS as a necessary first step toward ensuring maximal utilization of the ICF in electronic formats. The award will be for a Base Year with three (3) successive one-year option and one (1) successive 3-month periods. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. NLM-08-195-UHP. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE.
